RESGLU ICU URGING THE CONGRESS OF THE UNITED STATES TO
ENACT A WCRK:;ELE AND REALISTIC TAX SHARING PROGRAM
WITH STATE AND LOCAL GOVERNMENTS
;tiE-isREAS, the California State Legislature has
adopted Assembly Joint Resolution No. 29 urging Congress
to enact some form of a Federal "ax, sharing program, and
WHEREAS, tiie City Council of the City of National
City las reviewed Assembly Joint Resolution
. 29 and the
basic concepts of governmental tax sharing, a
WHEREAS, the City Council finds that a Federal tax
sharing program would prow .de funds to the local governments
to relieve tie heavy property tax burden and lessen the de-
pendence of local governments in Federal grants-in-aid pro-
grams, and
wF REAS, the City Council of the City of National
City feels that home rule is an important basis for democratic

and that home rule vouid beconsiderably strengthened
if a Federal
sharing program is implemented;
NOW, THEREFORE, G2. IT RESOLVED by the City Council
of the City of :rational City as follows:
1. That the Congress of the United States is hereby
urged to enact a workable and realistic tax sharing program
with state and local governments.
2. That the city Clerk be directed and authorized
to tra.nsriit copies of this resolution to State Legislators
and Congressmen, representing San Diego County.
