RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
REAFFIRMING THE DESIRE OF THE CITIZENS OF NATIONAL CITY TO
LOCATE THE NEW STATE MENTAL CORRECTIONAL FACILITY ON THE OTAY
MESA SITE AND URGING GOVERNOR RONALD REAGAN TO AUTHORIZE THE
STATE DEPARTMENT OF FINANCE TO APPROVE THE MONIES BUDGETED
BY TIC LEGISLATURE FOR THE ACQUISITION AND DEVELOPMENT OF
SAID SITE
The City Council of the City of National City does
hereby resolve as follows:
WHEREAS, the State Department of Corrections ex-
pended nearly three years of time and money to determine an
optimum location for a new and vitally needed state mental
correctional facility in the San Diego County area, and
WHEREAS, various substantial citizens' committees,
including the Chamber of Commerce and members of the National
City Council, have strongly urged the location of said facil-
ity to be on the now adopted site in Otay Mesa, and
WHEREAS, the City Council of the City of National
City has heretofore, by Resolution No. 8886 adopted on the
20th day of April, 1965, and by Resolution No. 8925 adopted
on the 25th day of May, 1965, urged the location of said
facility on said site, based both upon theecOnomy of acquisi-
tion and land development and the efficient transportation
provided by the new freeway system, which would make the
facility accessible to the new State university, and
WHEREAS, the Otay Mesa site, after careful analysis,
was approved by the Director of the State Department of Cor-
rections, Mr. Walter Dunbar, and the State Legislature, and
the State Legislature appropriated $1,210,000 to acquire and
develop the site, and purchase contracts have been prepared,
and
WHEREAS, the urgent need for such
been clearly demonstrated by the increasing
a facility has
crime rate, so
aptly critized by Governor Reagan, and by the exemplary per-
formance of the State Department of the State Department of
Corrections in decreasing the numbers of probation violators
and repeat criminals as a result of special treatment centers,
and
WHEREAS, this facility will constitute the most ad-
vanced step in handling law breakers and achieving a real
breakthrough in solving the crime problem in the State of
California, and is therefore properly considered a matter of
top priority in the program of the new State Administration,
and
WHEREAS, the State Department of Finance has placed
a stop order on the approval of the funds appropriated for
this project by the legislature, in the interests of economy,
and
WHEREAS, while fully respecting the obvious need
for economy moves on the part of the new administration, the
City Council of the City of National City considers the devel-
opment of the mental correctional facility on the Otay Mesa
site as a measure of vital importance to the problem of crime
correction in the State, and also to be in the best interests
of the entire San Diego County area by increasing mental
health and research facilities and improving the eonomic well-
being of the entire area.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City respectfully urges that Governor
Ronald Reagan carefully re-evaluate the decision of the State
Department of Finance in withholding its approval of this
capital outlay, and in the interests of fulfilling the goals
which the Governor has outlined in combating crime and in
enhancing the economic wellbeing of the State, direct that
these funds be approved at the earliest possible date.
BE IT FURTHER RESOLVED that the City of National
City, which has been in the forefront of the fight to secure
this facility, strongly reaffirms its previously adopted
position.
3E IT FURTHER RESOLVED that the City Clerk of the
City of National City, be andshe is hereby directed to for-
ward certified copies of this resolution to all members of
the new administration of the State of California and to
members of the State Legislature, who are vitally interested
in this project.
