RESOLUTION RETAINING LEEDS, HILL AND JEWETT, INC.
AS CONSULTING ENGINEERS
BE IT RESOLVED by the City Council of the City of
National City that Leeds, Hill and Jewett, Inc. is employed
as a consultant to the City of National City under the terms
and upon the conditions outlined in their letter of employ-
ment, a copy of which is attached hereto and incorporated
herein as though set forth in full.

Gentlemen:
We understand through Mr. John Whitney's advice by
telephone on February 1, 1967 that South Bay Irrigation
District and The City of National City desire to have the
Joint Powers Agreement of 1959 relative to the Sweetwater
water system brought up-to-date. We will be pleased to
perform the engineering work necessary to accomplish this
objective.
It is anticipated that the work will primarily
involve revisions of the percentages of value and percentages
of ownership contained in Exhibit 1 of the 1959 Agreement,
together with such conferences with attorneys and others as
may be required. A preliminary review of our files indicates
the need to obtain details of subsequent changes in the
Sweetwater system in order to prepare the schedules in a
manner comparable to those previously developed.
We have not yet had an opportunity to estimate the
time required to perform the work, but several months should be
anticipated. The time will depend in part on the availability
of data and in part on whether the schedules could be approxi-
mated for present purposes with provisions for adjustments in
event availability of detailed data is deferred.
We propose to accomplish the work on a time and expense
basis in accordance with.the attached schedule of our customary

fees with billings submitted monthly. We would keep you
informed of progress and advise you of the anticipated
extent of work when more information becomes. available.
We will be pleased to commence this work at an early
date upon your authorization or to discuss the matter
further.

SCHEDULE OF FEES
For services of senior officers - sums equal to $30. 00 per hour for such
services, unless special provision is made for another means of payment
such as a retainer, monthly management charge, lump sum or otherwise.
For services of all other officers and non -clerical staff - sums equal to
2. 2 times, the salary cost of each such person, determined as set forth in
section (6) hereof.
(3) For services of others - sums equal to amounts paid to consultants, sub-
contractors, and for computer and other special services.
(4) Reimbursement of all other direct expenses incurred solely in performance of
the work including, but not limited to, subsistence, lodging, and transportation
expenses for personnel while necessarily working in the field, and costs of
long distance telephone and telegraph charges, printing and reproductions.
(5) In determination of the amount of time chargeable hereunder:
(a) Each appearance in court or other proceeding shall be
deemed to be for a full day of eight hours.
(b) All other time spent away from the headquarters of the person
concerned (from the hour of departure to the hour of return) shall
be deemed time spent in performance of the work, provided that
such time plus any time properly chargeable to others shall be
limited to eight hours in any calendar day.
(6) Salary costs of personnel for time chargeable hereunder shall be computed
as follows:
(a) The salary cost per hour (computed to the nearest even cent)
of each salaried employee, not regularly assigned to duty in
the field, shall be equal to 1/1900th of his base annual salary
before any deductions.
(b) The salary cost per week (computed to the nearest even cent)
of each salaried employee regularly assigned to duty in the
field shall be equal to 1/47th of his base annual salary before
any deductions.
(c)
The salary cost per hour of each hourly employee (computed to
the nearest cent) shall be 111 per cent of his regular hourly pay
before any deductions.
