RESOLUTION ADVOCATING AMENDMENT TO THE COLLIER-UNRUH ACT REGARDING MATCHING CREDITS AND THE ADMINISTRATION OF GAS TAX FUNDS WHEREAS, Home rule and local determination have been the cornerstones on which harmonious and beneficial City -State programs have been founded; and WHEREAS, the various interpretations by the Transportation Agency of the existing Collier -Unruh Highway Development Act impinge on and restrict the authority and ability of cities to.direct and cope with local street problems; and WHEREAS, such interpretations have imposed reports and red tape and burdensome procedures necessitating the utilization of numerous city employees for this non -productive effort; and WHEREAS, efficiency and economy in State and City highway matters can be implemented by restoring the authority to expend street funds to appropriate administrative and legislative city bodies; NOW, THEREFORE, BE IT RESOLVED TEAT the City Council of the City of National City concurs in and supports the necessary legislation to 1. Eliminate all requirements for providing and reporting matching credits; 2. Provide that the Scate Controller shall apportion all City street funds, including the so-called 186-1 Fund, derived from the Motor Vehicle Fuel and License Tax Law, to cities in a procedure similar to that provided in Section 2104 of the Streets and Highways Code; and 3. Provide that, notwithstanding any other provision of law, each city shall be entitled to include within its select system all reads included in its Master Plan of Highways as adopted and modified by official action of its legislative body. BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the Chairman of the appropriate legislative committees, and each member of the legislative from the County of San Diego.
