HomeMy WebLinkAboutCC RESO 9229RESOLUTION NO. 9229 RESOLUTION GRANTING A LIMITED OOMMERCIAL PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077 (Humble Oil Company) The City Council of the City of National City does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City Planning Com- mission on September 12, 1966, said Commission unanimously adopted a recommendation that the owners of the real property more fully described in Planning Department Map No. CPD-8, on file with the National City Planning Department, be granted a Limited Commercial Planned Development Permit upon the conditons hereinafter stated. 2. That the City Council has received the recommen- dation of the Planning Commission, and after full and complete consideration of said recommendation hereby grants a Limited Commercial Planned Development Permit upon the following terms and conditions: a. Plans as presented be approved as to use, location and design of structures and planter boxes. Said use to permit an automobile service station, excluding general automobile or vehicle repairing, body and fender work and auto- mobile painting. b. Construction and maintenance of one national major sign designed for Humble Oil and Refining Stations, at the intersection of Plaza Boulevard and Euclid Avenue, provided however, that sign shall not be placed to create a traffic hazard. No small free standing signs shall be permitted at the base of said sign. c. A grading plan, be approved by the City En- gineer prior to excavation or fill with proper slope protection provided. If slopes are required these areas should be planted to prevent erosion. d. A solid fence or wall six feet in height or an evergreen hedge shall be planted and maintained at a height of six feet between the off street parking and the residential zone on the West. In the event there is a 8 to 12 foot retainer wall installed on the North and West sides, a chain link fence or wall six feet in height shall be installed at the top of the retainer wall or above ground level of the adjacent lands. e. Six off street parking spaces to be installed. Said spaces shall be brought to a safe grade and improved. f. Any flood lighting in conjunction with said service station shall be directed away from adjacent property and streets. g. Oversize driveways to be approved by the City Council as required by Ordinance. h. Sidewalks to be installed on Plaza Boulevard. i. A plan as to the number and type of trees to be planted in the Parkway area between the curbs and side- walks on Euclid Avenue and on Plaza Boulevard shall be pre- pared by the applicant after consultation with the Planning Director and Park Director and returned to the Planning Com- mission. (Curbs are adjacent to sidewalks.) j. At no time after the issuance of this permit shall the applicant permit the accumulation of debris, trash and/or weeds within the area of the property upon which the Limited Commercial Planned Development Permit is issued or within the area of the Parkways adjacent to said property on Euclid Avenue and Plaza Boulevard. k. Construction to commence between the date of approval of said Limited Commercial Planned Development Permit and the start of construction of the proposed Shop- ping Center on adjacent properties to the East, with com- pletion to be final prior to September, 1969. 1. Adequate provisions shall be made with the City Manager of the City of National City for extention of existing sewer mains with provisions made for adequate sewer facilities to the property line of the subject property at the expense of the property owner and/or developer, prior to the issuance of a building permit for any portion of the ap- proved development. m. In the event that the City Council should at any time find and determine that the above conditions as set forth have not been satisfied, it may declare this Permit void and of no further effect.
