RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
URGING THE DEPARTMENT OF DEFENSE TO REOPEN THE U. S. NAVAL
REPAIR FACILITY AT-SAN DIEGO, CALIFORNIA
The City Council of the City of National City,
California, does hereby resolve as follows:
WHEREAS, the Secretary of Defense.has heretofore
ordered the U. S. Naval Repair Facility located at San Diego,
California, to be closed, and
WHEREAS, at the time said closing was ordered the
entire community of San Diego metropolitan area protested said
action but it was recognized that there were overriding econ-
omic considerations which might dictate this action, in a
time of relative international peace andquiet, and
WHEREAS, the international circumstances which may
have justified closing of the facility in the interest of sound
economic evaluations have been dramatically changed by the con-
tinuing expansion of the Viet Nam conflict, extending the dur-
ation of the state of emergency far exceeding the expectations
of any of our civilian and military experts, and
WHEREAS, the very nature of the prolonged andex-
pandedconflict in Viet Nam has necessitated the utilization
of destroyers and destroyer escorts in that effort, both in
coastal patrols and shore bombardment operations and exception-
ally heavy sea operations escorting carriers which are re-
quired to be on station for lengthy periods of time, and
WHEREAS, the unique character of the Viet Nam in-
volvement has stimulated new and increased use of small craft
and amphibious vessels, resulting in a need for modification
and conversion of such vessels as LST's and the maintenance
thereof for peak operating efficiency, and
WHEREAS, all these types of vessels must be
afforded repair and maintenance facilities to insure a proper
level of operational capacities, and
WHEREAS, the recently closed base, the U. S. NAval
Repair F cility at San Diego, California, offers an ideal op-
eration, in terms of location, equipment and plant to serve
these new needs thus created by the circumstances of the new
warfare being undertaken in Viet Nam, and
WHEREAS, said facility represents the most efficient
and economically sound means of accomplishing the desire tasks
on the West Coast or in the United States and it is possibly
the best facility of its kindin the Navy, and
WHEREAS, in addition to providing an ideal service
for the repair and maintenance of vessels set forth herein,
the location of the facility will greatly enhance the morale
of service personnel assignedto ships requiring overhaul and.
maintenance by reuniting them with their families normally
situated. in San Diego as their home base and reducing the real
danger of injury anddeath produced by rushed and unsafe driv-
ing conditions to and from home to more northern repair opera-
tions, thus increasing efficiency, stimulating re -enlistment
and generally contributing to the overall well-being of the
Navy personnel so affected, and
WHEREAS, the San Diego location was even greater
stature because of the level of industrial sophistication found
in the area, including related fields of science andresearch,
advanced oceanographic programs and technology, thus providing
a pool of trained personnel and modern equipment andplant to
assist such activities, and.
WHEREAS, the existing facilities including land,
buildings, tools, equipment and dry docks represent an invest-
ment of more than 10 million dollars already expended, which
constitutes a substantial loss at current rates of interest,
combined with rapid depreciation because of lack of maintenance.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City, on behalf of itself, the citizens
of this community and in the interests of the national welfare,
urges the Secretary of Defense to move immediately to reactivate
the U. S. NAVAL Repair Facility at San Diego, California.
BE IT FURTHER RESOLVED that the City Clerk of the City
of National City be, and she is hereby directed to forward cer-
tified copies of this resolution to Robert S. McNamara, Secre-
tary of Defense; Paul H. Nitre, Secretary of Navy; Chief of
Naval Operations, Bureau of Yards & Docks; the Honorable Senator
Thomas Kuchel; the Honorable Senator George Murphy, the Honor-
able Congressman Lionel Van Deerlin, the Honorable Congressman
Bob Wilson, and to all city Councils in San Diego County and
the San Diego Unified. Port District.
