RESOLUTION OF INTENTION
("C" Avenue, 20th Street, 21st Street, Alley,
Assessment District No. 147)
The City Council of the City of National City,
California, does hereby resolve, determine and order as fol-
lows:
Section 1. The public interest and convenience re-
quire and it is the intention of the City Council of said City
of National City to order the following work to be done or
improvement to be made in the City of National City, to wit:
that "C" AVENUE, 20TH STREET, 21ST STREET, ALLEY, ASSESSMENT
DISTRICT NO. 147 be improved as follows: grading, paving,
curbs and gutters, and sidewalks and that any other work
auxiliary to any of the above and which may be required to
carry out the same, be performed.
Section 2. The attention of all persons is directed
to the fact that all of said classes of work above described
may not be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particular
locations shown on the plans, specifications and drawings.
Section 3. The estimated cost of said work, including
incidental expenses, is the sum of $93,260.00. The City has
budgeted a sum equal to 3.3% of the total project cost as a
contribution toward the cost of said work.
Section 4. All the aforesaid work or improvement
shall be constructed at the grades, along the lines, between
the points, of the dimensions, at the places and in the manner
shown on the plans, specifications, profiles and drawings for
the said work approved and adopted by this Council on July 12,
1966, by Resolution No. 9160. Said plans, specifications,
profiles and drawings are on file in the office of the City Clerk of the
City of National City in the City Hall of said City, and
reference is hereby made to said plans, specifications, pro-
files and drawings for a full and detailed description of
said proposed work and for a description of the grades at
which said work is to be done. Said grades are hereby adopted
and established as the official grades for all purposes in con-
nection with proceedings pursuant to this Resolution of Intention.
Notice is hereby given that said grades may be new and different
from those heretofore established or existing, or may be, and in
some cases are, different from existing ground levels.
Section 5. This City Council hereby makes the expense
of said work chargeable upon a district, which district this City
Council hereby declares to be the district benefited by the said
work and to be assessed to pay the cost and expenses thereof.
For a description of said district, reference is hereby made to
a plat of said district heretofore approved by this City Council
on file in the office of the City Clerk and designated as "PLAT
OF ASSESSMENT DISTRICT NO. 147 FOR STREET IMPROVEMENT ON "C"Ave-
nue, 20th Street, 21st Street, Alley, ALL IN THE CITY OF NATIONAL
CITY, CALIFORNIA." This map indicates by a boundary line the
extent of the territory included in the said proposed district
and shall govern for all details as to the extent of said ass-
essment district.
Section 6. All public streets or public parks, and
all easements or rights of way belonging to the public, and also
all property owned by the United States of America or the State
of California now in use in the performance of a public function
are hereby specifically excluded from this assessment district.
Section 7. Serial bonds bearing interest at the rate
of six percent (6%) per annum shall be issued to represent each
assessment of fifty dollars ($50.00) or over remaining unpaid
for thirty (30) days after the date of recordation of the
warrant. Said serial bonds shall extend over a period ending
nine (9) years from the second day of January next succeeding
the next September 1 following their date. Said bonds shall
be payable to bearer and there shall be added after the re-
demption clause in the bond the following language, "together
with a premium of five percent (5%) of said unmatured princi-
pal." Said bonds are to be issued pursuant to and as provided
in the Improvement Act of 1911, Division 7 of the Streets and
Highways Code of the State of California.
In the event of a delinquency of said bond, the City
Treasurer shall retain the first one percent (1%) penalty as
a cost of servicing the delinquency. All subsequent penal-
ties shall be paid to the holder of the bond along with and
as a part of such defaulted payment.
Section 8. The said proposed work is to be done
under and proceedings therefore are to be under and pursuant
to the said Improvement Act of 1911.
Section 9. Notice is hereby given that the 4th day
of October, 1966, at the hour of 8:00 o'clock p.m. are the day
and hour when, and the Council Chambers of this City Council
in the City Hall in the City of National City is the place
where, any and all persons having any protest or objection to
said proposed work or to the extent of said assessment district,
or to the proposed grades, may appear before the City Council
of the City of National City and show cause why said proposed
work should not be carried out in accordance with this Reso-
lution of Intention. Protests or objections must be in writing
and must be delivered to the City Clerk of said City of National
City not later than the hour herein set for hearing protests
or objections.
Section 10. The National City Star News is hereby
selected as the newspaper in which this resolution shall be
published and in which all other publications regarding the
proceedings pursuant to this Resolution of Intention shall
be made. The City Clerk is hereby directed to certify to
the adoption of this Resolution __ _ -_ '-- ti

manner provided by law.
Section 11. The City Clerk is hereby directed to
mail notices of the adoption of this resolution as provided
in said Improvement Act of 1911, postage prepaid, to all per-
sons owning real property which is proposed to be assessed
to pay any part of the cost of said work whose names and ad-
dresses appear on the last equalized assessment roll or as
known to the City Clerk.
Section 12. The Street Superintendent of the City
of National City is hereby directed to cause to be conspicuous-
ly posted along the line of the contemplated work and on all
open streets within the said assessment district notices of
the passage of this Resolution of Intention in the time, form
and manner provided by law.

NOTICE IS HEREBY GIVEN that on •September 6 1 13be,
the City Council of the City of National City passed and
adopted Resolution of Intention No. 9206 under the provisions
of the Improvement Act of 1311 for the purpose -of ordering the
• following work to be done and improvements to be made in the
City of National City, County of San ineoo, State of Genf-
ornia to wit:
That "C" AVENUE, 20th STREET, 21st STREET, ALLEY
ASSESSMENT DISTRICT NO, 147 be improved as follows: by
grading, paving, curbs and gutters, and sidewalks and that
any other work auxiliary to any of the above and which may
be required to carry out the same, be performed, exceptine
therefrom all of the herein -described work of ali said work
that has aiready been done to the lines and grades and in
accordance with the plans, specifications and drawings here-
after described.
The estimated cost of the construction of said
im-
provements is the sum of $33,260.00 including incidental ex-
penses. The City of National City has budgeted a sum equal
to 3.3% of the total project cost as a contribution toward
the cost of said work. The remaining costs thereof will be
assessed upon the property benefited. According to the last
equalized roll for taxes you are the owner of property within
the boundaries of the district which will be assessed to pay
the costs and expenses of this improvement. Said Resolution
of Intention No. 9206 is on file in the office of the City
Clerk of the City of National City and is referred to fa -all
particulars.
NOTICE IS HEREBY GIVEN THAT ON:
October 4, 1966, at the hour of L:00 p.rn. of said day, at the
meeting place of the City Council of the City of National City,
1243 National Avenue, National City, California has ben fixed
as the time and place of hearing any and all objections to the
proposed work and improvement, the grades to which said work is
proposed to be done, or the boundaries of the district. Any
persons owning property within the boundaries of the district
may present written protest, not later than the hour hereinabove
set for hearing, against the doing of said work, the grades to
which said work is to be done or the boundaries of the district
proposed to be assessed. Any protest filed must be in writing
and must contain a description of the property in which the
signer thereof is interested, sufficient to identify the same,
and must be delivered to the City Clerk of the City of National
City.
This work is to be done by special assessment pro-
ceedings under the Improvement Act of 1911. Property owners
will be able to pay their assessments in cash at the termination
of work and confirmation of the assessment. If any property
owner does not desire to pay for the work in cash, a bond will
be issued against the property for the amount of any assessment
of $50.80 or more, under the Improvement Act of 1911, which
bond will bear interest at the rate of six percent (6%) per annurn
and will be payable in equal installments over a period of nine
(9) years.

to 3.3% of the total project cost as a contribution toward
the cost of said work. The remaining costs thereof will be
assessed upon the property benefited. According to the last

the boundaries of the district which will be assessed to pay
the costs and expenses of this improvement. Said Resolution
