WHEREAS, insteadof following the middle line of the Bay as the boundary between districts as the Assembly dia, the Senate followed the middle of US Highway 101, thus divi- ding the residents of the City of National City into two Senatorial Districts, with a few hundred. residents in the 39th District andthe remainder in the 40th District, and. WHEREAS, this reapportionment plan has the effect of diminishing the influence which our city should properly have upon the Senator from the 40th District, and further results in the virtual disenfranchisement of the few hundred. people who live west of Highway 101, as their voice will be too weak to have much effect of a choice of Senator in the 39th District; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: 1. That the City Council hereby goes on record as opposing said. Senate Reapportionment Plan as deplorable for reasons stated above as well as for creating a considerable andunnecessary expense to the taxpayers in the printing of ballots and the conduct of elections. 2. That the City Clerk be and is hereby directed to forward a copy of this resolution to the Supreme Court of the State of California apprising them of our disapproval andopposition to said Senate Reapportionment Plan.
