HomeMy WebLinkAboutCC RESO 9094RESOLUTION NO. 9094 RESOLUTION OPPOSING PROPOSED C)NSTITUTIONAL INITIATIVE TO LEGALIZE MANUFACTURE, SALE, PURCHASE, POSSESSION AND TRANSPORTATION OF MARIJUANA WHEREAS, the Board of Supervisors of the County of Los Angeles adopted a resolution strenuously opposing the pro- posed constitutional amendment sponsored by "The Anonymous Committee for the Abolition of the Prohibition against Mari- juana" and opposing the measure if it qualifies for ballot, and WHEREAS, said resolution urges all cities and counties in California to join in opposing said vicious amendment, and WHEREAS, said resolution of the Board of Supervisors recites the following matters pertaining to the proposed amend- ment: 1. A group calling itself "The Anonymous Committee for the Abolition of the Prohibition against Marijuana" has commenced action to amend the Constitution of the State of California to legalize the manufacture, sale, purchase, possess- ion, and transportation of marijuana within the State of Calif- ornia, and 2. This group has chosen to remain anonymous, and 3. It is known that the use of marijuana leads in- evitably to the use of hard narcotics such as heroin as the addict's tolerance and his need for more and stronger narcotics increases, and 4. Experience in England with the so-called "Brit- ish System" of providing drugs for addicts has shown that the legalizing of drugs in any form results in their increased use and spread to greater numbers of people, and 5. The legalizing of marijuana will subject untold numbers of our citizens to the personal tragedy and suffer- ing of becoming dependent upon the use of marijuana and as a result thereof to addiction to heroin, and 6. The legalizing of marijuana wouldsubject our citizens to the violent and unpredictable criminal tendencies of persons under the influence of marijuana, and 7. Such action would result in millions of dollars of additional cost to the public of police investigation, prosecution, and incarceration of persons who commit violent and vicious crimes while under the influence of marijuana and other narcotics to say nothing of the loss resulting from thefts committed by those seeking money to support their ever increasing need for narcotics, and 8. The use of habit forming narcotic drugs destroys will -power, inhibitions and restraints of its users and leads to loss of moral control and to physical and mental collapse, and 9. The people of the State of California are en- titled to be protected against the criminal activities of narcotic users, and 10. It is well established that the use of narcotics leads to criminal behavior which is often vicious and sense- less, and 11. The proposal is ill considered and unrealistic and could benefit only those who are engaged in the infamous traffic in narcotics, and 12. The legalizing of marijuana would serve only to compound what is now one of the most serious and complex problems facing the State of California and would create a clear and present danger to the health, safety and welfare of all our citizens, and 13. The refusal of the group sponsoring this monstrous petition to identify themselves constitutes an abuse of the initiative process; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City, California, that this Council heartily concurs in the findings and opinions of the Board of Supervisors and joins Los Angeles County in opposing any effort to legalize the use or merchandising of marijuana.
