RESOLUTION GRANTING COMMERCIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE NO. 1077
(Fraternal Order of Eagles, Aerie 2712)
The City Council of the City of National City does
hereby find., determine, order and resolve as follows:
1. At a regular meeting of the City Planning Com-
mission on June 28, 1965, said. Commission unanimously adopted
a recommendation that the owners of the real property more
fully described. in Map No. PD-6, on file with the National City
Planning Department, be granted a Commercial Planned Develop-
ment Permit upon the conditions hereinafter stated.
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and.com-
plete consideration of said recommendation hereby grants a Com-
mercial Planned. Development Permit upon the following terms
and conditions:
a. Saiddevelopment to be constructed in accor-
dance with the Plans approved by the City Council on August 10,
1965, No. P.D. No. 6.
b. Entire facility, including structure, grading,
blacktop entrance and parking, and landscaping shall be construc-
ted andinstalled simultaneously so that the project as a whole,
when construction is completed and all furnishings and equipment
is installed, shall be ready for occupancy. Said construction
to be commenced within 120 days following granting of a permit
by resolution of the City Council and. completed. 180 days after
saidcommencement.
c. Drainage covenant running with the land be
accepted by the City and properly recorded.
d.. Additional twenty foot dedication be made for
the widening of Sweetwater Road to a 50 foot right-of-way (southerly
half) in keeping with the plans in this area and. the County
Master Street Plans.
e. Construction drawings to include complete
grading anddrainage plan to be approved by the City Engineer.
f. Installation of trees in the parkway to be
waived. at this time due to lack of definite establishedgrade
or curb andgutter alignment.
g. Any safe tote placedin full view by a front
window and illuminatedat night.
h. Fire protection around the barbeque to be
providedas approved by the Fire Chief.
i, Non-combustible metal baffles to be installed.
in kitchen hood as approvedby the Fire Chief.
j. Closet off of the foyer to be one-hou.r con-
struction as approved by the Fire Chief.
k. Fire extinguishers to be installedas shown
on the plans.
1. Doors to dressing rooms to be one -hour con-
struction as approvedby the Fire Chief.
m. Complete construction plans to be approvedby
the Building Inspector prior to the issuance of a building per-
mit.
n. Solid fence or wall six (6) feet in height be
constructed, or an evergreen hedge planted along the property
line where parking and. circulation area abutts property in a
residential zone, with exception to that area to the rear and.
southwesterly, which shall have installed and maintained a
chain link fence with evergreen hedge.
o. Adequate provisions to be made for ceptic tank
with provisions for connecting to a sewer when same is installed.,
as approved by the Building Inspector.
p. All distribution and communication utilities
and facilities within the boundaries of the Planned Commercial
Development shall be underground, except due to the northerly
30 feet of the area becoming inundated periodically aerial
facilities from existing poles on Sweetwater Roadto the proposed.
building shall be permitted. only. The Developer is responsible
for complying with the requirements of this section andshall
make the necessary arrangements with each of the serving util-
ities for installation of such facilities. Transformers, ter-
minal boxes, meter cabinets, pedestal, concealed ducts andother
facilities necessary appurtenances to such underground. utilities
as street and. other lighting systems may be placedabove ground.
The provision of this section shall not apply to existing facil-
ities or to the installation and. maintenance of overheadtrans-
mission lines andoverhead long distance andtrunk and. feeder
lines.
q. Complete plans for landscaping shall be
approved by the City Council, upon recommendation of the Planning
Commission, prior to installation.
r. The use of outside sound systems, public ad-
dress systems, music systems, juke boxes and other music making
devices of that description and general nature shall be pro-
hibited. after 8:00 p.m.
s. All outside lighting be directed. away from
the other buildings in the area, particularly the residences.
t. Waiver be grantedfor the present installa-
tion of curbs andsidewalks with the stipulation being made that
at such time as Sweetwater Road is improvedto include curbs and.
sidewalks these must be installed at the expense of the Eagles
Lodge.
u. That the Eagles offer to dedicate the additional
land. for possible expansion of Sweetwater Road. be accepted.
v. In the event that the City Council shouldat
any time find and. determine that the above conditions as set
forth have not been satisfied., it may declare this Permit void
andof no further effect.
