RESOLUTION GRANTING ZONE VARIANCE PURSUANT TO ORDINANCE NO. 962
The City Council of the City of National City does
hereby find, determine, order and resolve as follows:
1. That practical difficulties, unnecessary hard-
ship, and a result inconsistent with the general purpose and
intent of Ordinance No. 962 would. occur through strict appli-
cation of the provisions of said. Ordinance to that certain
real property hereinafter described.
2. That a Petition requesting a variance has been
filed pursuant to the provisions of Section 12 of said Ordi-
nance and. said Petition complies with all the requirements of
said. section.
3. That the National City Planning Commission failed
to act on the Petition within 60 days of its filing, such fail-
ure to act is hereby deemed. a denial of the application by the
Commission.
4. That the granting of a variance with reference
to the property hereinafter described. will not defeat, but
rather will carry out the general intent and purpose of the
National City Zoning Ordinance, will provide for the public
safety and welfare and will administer substantial justice.
5. That a variance from the provisions of said Or-
dinance No. 962 be and hereby is granted with reference to all
the certain real property situated in the City of National
City, California, more particularly describedas follows:
All that portion of 40 Acre Lots 1 and 2 in Quarter
Section 132 of Rancho de la Nacion, National City, California,
more particularly described as follows:
1. The portion of the Westerly one-half of 40 acre
lot 1 lyingsoutherly of a line parallel to the southerly side
of Plaza Boulevard. and 80.00 feet southerly therefrom;
2. The Northerly one-half of the westerly one-half
of 40 Acre lot 2;
3. The northerly 180 feet of the Easterly 160.00 feet
of the southerly one-half of the westerly one-half of the wes-
terly one-half of 40 Acre lot 2;
4. The northerly 30.00 feet of the westerly 170.00
feet of the southerly one-half of 40 Acre lot 2. (Between L
and N. Avenues and. Plaza and. 14th Street).
6. That the variance hereby granted is as follows:
Permission to erect and. maintain a mobile home park in the
above described. property; also reduction in required. front yard.
setback along 14th Street to 3 feet from north line of 14th
Street, a 40-foot right of way.
7. That said variance is hereby granted. upon the
following conditions:
(a) That "L" Avenue be dedicated. by owners of
subject property as a public street, 60 feet in width from the
top of the hill to Plaza Boulevard, with the intersection with
Plaza Boulevard aligning with the present intersection of "L"
Avenue north of Plaza Boulevard.; plans and. description to be
drawn by developer's engineer and approved. by the City Engineer.
(b) That the Southerly 10 feet of the Northerly
30 feet of 14th Street between "M" and "N" Avenues be dedicated.
as a public street.
(c) That the westerly 30 feet of "N" Avenue and.
one-half of a cul-de-sac at the end. of "Nt° Avenue be dedicated.
as recommended by the City Engineer.
(d) That a sewer easement be retained by the
City in "M" Avenue.
(e) That a storm drain be constructed and ease-
ments granted through the proposedpark to the City.
(f)
That a complete grading plan be submitted.
for City approval prior to construction.
(g) That coaches shall be a minimum of 50 feet
in length. Owner or leasee to personally inspect each tenant's
coach as to condition prior to renting space.
(h) That tenants shall be adults not including
children under high school age.
(i) That fencing 5 to 6 feet high shall be in-
stalled. around the entire perimeter of the project except for
entry ways.
(j) That access shall be at three locations,
two of which shall be permanently opened. and the third. at "M"
Avenue shall be a locked. gate for access for the Fire Depart-
ment only.
(k) That ingress andegress opening into
Avenue be permanently available.
(1) That

Avenue at 14th Street be made an
ingress and egress or made available for emergency fire appar-
atus ingress with acceptable locking device.
(m) That main ingress andegress opening off
Plaza Boulevard be kept open without locking device at all times.
(n) That parking shall be in designated areas
only with no parking allowed in any of the roadways.
(0)
at a 1 to 1 ratio.
(p) That utilities shall be underground. including
T V antenna service.
(q) That drainage shall be underground. as per
specifications of the City Engineer.
(r) That lighting of road. shall be directed. away
from neighboring property.
(s) That public address systems shall not be
allowed..
That parking shall be maintainedat least
(t) That landscaping shall be highly decorative
and. in abundance throughout the entire park.
(u) That safety measures shall include fire
hydrants as recommended. by the Fire Department and. vehicle
speeds shall be limited. to 5 miles per hour throughout the park.
(v) That two standard. fire hydrants be installed.
within the park at locations to be designated by the Fire Depart-
ment.
(w) That water main, not less than six inches,
be installed to supply yard. hydrants with at least 500 gallon
per minuteflow as per recommendation of the Fire Department.
(x) That final construction plans be approved.
by the Planning Commission in accordance with the Zoning Ordi-
nance.
8. In the event that the City Council should here-
after find and. determine that the conditions above set forth
have not been satisfied., it may declare this variance void.
and of no further effect.
