RESOLUTION AUTHORIZING CONTRIBUTION TOWARD
ENGINEERING FEASIBILITY STUDY OF UNIFICATION OF WATER DISTRICTS
WHEREAS, the City of National City, the South Bay
Irrigation District and the Otay Municipal Water District have
formed a joint committee for the purpose of studying the feas-
ibility of unification of the water systems serving the respec-
tive agencies, and
WHEREAS, the engineering firm of Leeds, Hill and
Jewett, Inc. Consulting Engineers, have submitted a proposal
for engineering services dated May 6, 1965, a copy of which
proposal is attached hereto and incorporated by reference, and
WHEREAS, the representatives of the City of National
City, the South Bay Irrigation District and the Otay Municipal
Water District to the joint committee have agreed that the cost
of such services should be paid by the member agencies accord-
ing to the assessed valuation of the respective agencies, and
WHEREAS, the valuation of the respective agencies
according to the San Diego County Board of Supervisors' Publi-
cation titled " Property Valuation, Tax Rates - Useful Infor-
mation to Taxpayers" indicates that the assessed valuations
of the respective agencies are such that the maximum proposed
cost of said engineering services would be borne 21.7% by
National City, 63.8% by South Bay Irrigation District and 14.5%
by Otay Municipal Water District;
NOW, THEREFORE, be it resolved by the City Council
of the City of National City as follows:
1. That the City Council hereby authorizes the expen-
diture of a sum equal to 21.7% of the total cost of engineering
services as proposed in a proposal of Leeds, Hill and Jewett,
Inc. dated May 6, 1965, provided the total cost for said ser-
vices does not exceed $22,000.00.
2. That the City Council hereby requests the firm
of Leeds, Hill and Jewett, Inc. to perform the services set
forth in their proposal upon condition that proposal is
authorized and expenditure of appropriate funds is authorized
by the South Bay Irrigation District and Otay Municipal Water
District in accordance with the percentages hereinabove set
forth.
3. That the Mayor and City Clerk are authorized
to execute and attest whatever documents may be required to
execute the intent of this resolution.

Subject: Proposal for Engineering Services
Pursuant to your request delivered to us by Mr. Paul D.
Engstrand, Jr. , we have reviewed the "Scope of Report" adopted
by your Committee on April 28, 1965. The information on vth ich
we have based our proposal states that the general purposes of the
proposed studies are to develop an inventory of existing water systems
that now serve the area within South Bay Irrigation District, the City
of National City and Otay Municipal Water District; to analyze the
possible benefits and detriments that would result from unification•
of the total area into a single public agency responsible for supply
and distribution of water; and to investigate the feasibility of
purchase of the water production and distribution facilities of the
Sweetwater District of California Water and Telephone Company.
We are pleased to transmit this proposal for performing the engi-
neering studies enumerated in your outline.
Leeds, Hill and Jewett, Inc. has conducted a number of
• studies for South Bay Irrigation District and the City of National
City over the past 10 years which have resulted in a number of
memorandum reports and thefollowing formal reports:

The latter report was the basis of our presentations on
behalf of South Bay Irrigation District and the City of National City
before the California Public Utilities Commission at the hearings on
the rate increase application of the company. The Commission
granted a much smaller water rate increase than requested and its
findings indicated general concurrence with our conclusions.
We would be pleased to furnish the services necessary to.
accomplish the aforementioned general purposes. The following scope
of work, time schedule and basis of compensation have. been prepared
after review of the Committee's report and discussion with Mr. Engstrand.
Scope of Work
(1) Gather and review existing data relating to boundaries,
topography, population, land use: and other economic factors of the
study area. �..
(2) Compile dataon the principal water facilities of the
various entities both publicly and privately -owned, within the study
area.
(3) Confer .with. officials of the agencies and their repre-
sentatives regarding plans and policies for development.
(4) .Analyze water requirements and water supplies.
(5) Make financial analyses of, estimated income and
expenseof present operations and water. rates, taxes .and assess-
ments.

(6) Investigate and analyze factors relating to unification,
both tangible and intangible.
(7) Review previous studies and make a current analysis
pf the feasibility of public ownership of Sweetwater District of
California Water and Telephone Company.
(8) Prepare a report generally in accordance with the
outline set forth in the "Scope of Report" approved by the Water
Committee on April 28, 1965. The report would include informa-
tion on the following:
(a) General purpose of report.
(b) Historical background of water development in
the study area.
(c) Presentation of geographical and topographical
information on boundaries of the cities, districts,
subdistricts, and service areas of California
Water and Telephone Company.
(d) Analysis and projection of assessed value and
population of each area.
(e) Evaluation of water requirements for various
types of use and projection of future require-
ments..
(f) Description of existing water supplies and of
local impounding facilities and wells; imported
sources and estimated amounts.
(g) Description of principal water distribution,
regulatory storage and water treatment facilities.
(h) Estimates of income and expense of present
water operations.
Statement of present water charges, rates, taxes
and assessments.

(j) .'. Analysis of benefits and detriments from
unification of total area into onepublic agency
for water supply and distribution, including
homogeneous considerations such as, but not
limited to, effects of existing political bound-
aries on development; effects on utilization
of sources of supply and facilities; and develop-
ment of recreational opportunities.
Feasibility of public ownership of Sweetwater
District of California Water and Telephone Com-
pany, including review of previous reports;
analysis of income and expense; an estimate
of range of acquisition costs; preliminary
financial analyses of revenue bond issues;
projections of operations by a public agency; and
comments on distinctions between operation by
a.n agency for the present service area of
Sweetwater District and for the total area
under consideration.
(1) Conclusions and recommendations.
Itis estimated that five to seven months will be required to
complete the studies and report. The agencies would be kept in-
formed of the progress of the investigations.
Compensation
It is not possible to make a precise estimate of the cost of
the services required for the studies and report due to uncertain
factors which would affect the time required. It is therefore proposed
that compensation for the professional services described herein be
based on thefollowing schedule:
(1) For the services of principals of this firm while engaged
on the work at the rate of $240 per day prorated for partial days.
(2) For the services of all other personnel while engaged on
the work, 2.2 times the salary cost of such personnel. The salary cost

of each salaried employee is the base annual salary before any de-
ductions divided by the number of hours normally worked in a year;
the salary cost of hourly employees is the hourly salary plus twelve
per cent thereof as a fixed allowance for accrued vacation and sick
leave pay of such employees.
(3) Reimbursement of other expenses incurred directly
in performance of the work, such as travel and subsistence while.
away from headquarters, reproductions and printing, long distance
communications, charges byothers for furnishing data, and charges
for outside consultation.
(4) The total compensation for the investigation would not
exceed $22, 000 without prior authorization of the contracting agencies.
(5) Payments to our firm by the contracting agencies to
be made monthly upon submission of proper invoices.
Acceptance of this proposal by proper resolutions of the
contracting entities would be sufficient to constitute a contract for
our purposes, however, if you prefer, a more formal contract
document would be prepared.
