RESOLUTION REFLECTING DECLARATION OF POLICY BY THE
CITY OF NATIONAL CITY RELATIVE TO CIVIC IMPROVEMENT
BETTERMENT
WHEREAS, the City Council of the City of National
City recognizes the need for civic improvement and community
betterment.
NOW, THEREFORE, BE IT RESOLVED that it is the ever
continuing policy of the governing body of National City to
recognize the need for orderly growth and to utilize all
available resources to improve the living conditions of its
citizens. These activities have been carried out in the
normal day-to-day operations of city government over the years.
These actions are being formalized in this document and set
forth as the official plan of action of the governing body to
cope with the ever increasing new growth and simultaneously
meeting the problems of deterioration occuring in our com-
mercial and residential areas.
BE IT FURTHER RESOLVED that it is recognized that
this program entails having up-to-date modern building and
housing standards and effective enforcement of such standards;
an up-to-date general plan for community development and reg-
ulatory measures to implement the plan; study of neighborhoods
to determine their condition and a program of discouraging
blight where necessary; an effective administrative organiza-
tion and staff coupled with adequate financing; financing long-
range planned public improvements; assisting families in re-
locating in standard housing who are displaced by governmental
action and enlisting citizen participation in all phases of
the necessary elements to make National City a better community
for its citizens to live and work.
BE IT FURTHER RESOLVED that in order to accomplish
the above stated objectives that specific major goals for the
first year of this program are detailed as follows:
1. To adopt the 1961 Uniform Building Code by
reference, as published by the International Conference
of Building Officials.
2. To adopt the 1959 National Electric Code as
published by the National Fire Prevention Association.
3. To adopt the Uniform Plumbing Code, 1961 edi-
tion, as published by the Western Plumbing Officials
Association, and
4. To adopt the 1961 edition of the Uniform
Housing Code published by the International Conference
of Building Officials.
5. The General Plan (701 Program) be developed
to the greatest degree possible, and
6. That the elimination of the deteriorated pub-
lic housing commonly known as the Olivewood Housing be
continued.
