HomeMy WebLinkAboutCC RESO 8748RESOLUTION NO. 8748 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, AUTFDRIZING CERTAIN OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT FOR A CITY MEASURE, WHEREAS, an election is to be held in the City of National City on November 3, 1964, at which there will be submitted to the qualified electors of said city the follow- ing city measure: CITY OF NATIONAL CITY - CIVIC CENTER BOND PROPOSITION: Shall the City of National City incur a bonded indebtedness in the prin- cipal amount of $600,000 for the purpose of the acquisition and construction by said city of a certain municipal improvement, to -wit: a new civic center, including off-street park- ing facilities and landscaping therefor and in- cluding the acquisition of land, furniture., furnishings and equipment necessary therefor? OW, THEREFORE, the City Council of the City of National City, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows: Section 1. That this City Council, being the legislative body of the City of National City, hereby auth- orizes Richard E. Gautereaux, Mayor Cecil F. Allen Howard S. Colburn William H. Hogue Kile Morgan members of said body, to file a written argument for the city measure set forth in the recitals hereof in accordance with Article 4, Chapter 3, Division 4 of the Elections Code of the State of California and to change said argument until and in- cluding the date fixed by the City Clerk after which no argu- ments for or against said city measure may be submitted to said Clerk. ADOPTED, SIGNED AND APPROVED this 25th day of August, 1964. M-yor of 'theie'y of ational Ci California ATTEST: City/Clerk of the C't y of National City, California ARGUMENT FOR CIVIC CENTER BOND PROPOSITION It is deemed necessary that a new Civic Center be constructed for the following reasons: 1. The progress and character of a community are measured by its central civic buildings. A new Civic Center would stimulate new business interests in this area, thereby creating new jobs and aiding the growth of our City. 2. The present City Hall, constructed in 1910 and added to in 1937, is obsolete. 3. The building is a fire hazard, with many electri- cal circuits being overloaded. 4. The City Hall is in such poor condition that it would not be economically feasible to restore it. 5. Those who are employed, as well as the vital records contained in the present City Hall, are in jeopardy due to the fire hazard and the de- terioratedcondition of the present structure. 6. Present floor space is inadequate to provide the service required by citizens and visitors. 7. Present facilities are decentralized. At present, persons wishing to transact business with the City often must first visit three separate City build- ings in separate sections of the City. 8. Current Council Chambers are not sufficiently large to accomodate interested citizens, nor does the courtroom have sufficient seating capacity consis- tent with the needs of the community. 9.
