HomeMy WebLinkAboutCC RESO 8542RESOLUTION NO. 8542 RESOLUTION COMMENDING THE STATE DEPARTMENT OF PUBLIC WORKS FOR C00PERATION WITH LOCAL GOVERNMENT IN ADMINISTRATION OF THE COLLIER-UNRUH ACT WHEREAS, the Collier -Unruh Local Transportation Act was adopted at the 1963 Legislative Session to assist in the construction of critical deficiencies in major City streets and County roads; and WHEREAS, the Governor and the State Legislature ap- proved the imposition of this tax as a request from local governments for the State collection of local funds for local improvements with the State levying, collecting, and apportion- ing the funds on behalf of Counties and Cities; and WHEREAS, the State, Counties, and Cities have iden- tical goals in constructing an integrated system to serve as a feeder system between State highways; and WHEREAS, all involved levels of government are de- sirous of minimizing the procedural delays in the use of these funds with due regard for the responsibility imposed under the Act; and WHEREAS, the State Department of Public Works is to be commended for its cooperation in working with local govern- ments in effectively expending previous State Gas Tax Funds and in endeavoring to develop a practical procedural manual for the use of the Collier -Unruh funds; and WHEREAS, Cities and County Governments within San Diego County have fully reviewed the provisions of the Collier - Unruh Act and the proposed procedural policy for administration of this Act; and WHEREAS, the City and County representatives have ex- pressed concern over the interpretation of the matching funds provisions. -which could alter the implementation of the Bill by preventing cities with the greatest need from utilizing funds as intended; and WHEREAS, in some localities the SCR-62 standards as established are unduly restrictive, it is therefore desirable that special conditions of the locality be considered as acceptable criteria for a continuing variance from the State- wide standards; NOW, THEREFORE, BE IT RESOLVED that the representa- tives of the Department of Public Works be commended for their cooperation with local government officials in developing the administration of this Act and that they be encouraged to fur- ther review their procedural policies with representatives of Cities and Counties in fulfilling the intent of the Bill with- out undue administrative delays and complications..
