RESOLUTION URGING LOCATION OF FEDERAL FIELD
LABORATORY AND RESEARCH FACILITY IN THE SAN DIEGO AREA
WHEREAS, the Federal Government is planning to es-
tablish, equip and maintain a field laboratory and research
facility in the Southwestern area of the United States to
study prevention and control of water pollution; and
WHEREAS, the San Diego area is ideally located for
research facility of this type because of its arid climate
and reed for conservation of water supply, with consequent
control of pollution to the maximum extent possible, including
the possibility of re -use of water; and
WHEREAS, the City of San Diego is in process of con-
structing a Metropolitan Sewerage System which will discharge
the effluent for a proposed population of two million into the
Pacific Ocean with careful monitoring of the results, and
where research is essential in order to determine the effect
thereof on the ocean; and
WHEREAS, the San Diego area is the location of numer-
ous educational and research institutions, including the Uni-
versity of California at San Diego, the Scripps Institute of
Oceanography, University of San Diego, California Western Uni-
versity, San Diego State College, Navy Electronics Laboratory,
General Atomics laboratories, Scripps Metabolic Clinic, the
proposed Medical School of the University of California, the
proposed Dr. Jonas Salk's Institute for Biology, all with
facilities for studying rare diseases and their possible effect
on water supply and in proximity to the Department of the In-
terior Saline Water Conversion Project; and
WHEREAS, the climate in this area will permit ap-
plication of the maximum of effort by any group;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
I. That the City Council urges that every effort
be made to obtain said field laboratory and research facility
in the San Diego area;
2. That copies of this resolution be mailed by the
City Clerk to each legislator representing electors in San
Diego County in the State and Federal Legislatures.
