RESOLUTION OF INTENTION
("J" Avenue from 18th Street to 24th Street, "K" Avenue from
22nd Street to 24th Street, 21st Street from Highland Avenue
to "L" Avenue, 23rd Street from "I" Avenue to "L" Avenue)
The City Council of the City of National City, Calif-
ornia, does hereby resolve, determine and order as follows:
Section I: The public interest and convenience re-
quire and it is the intention of the City Council of said City
of National City to order the following work to be done or
improvement to be made in the City of National City, to -wit:
that "J" AVENUE FROM 18TH STREET TO 24TH STREET, "K" AVENUE
FROM 22ND STREET TO 24TH STREET, 21ST STREET FROM HIGHLAND
AVENLE TO "L" AVENUE, 23RD STREET FROM "1" AVENUE TO "L" AVENUE
be iriproved as follows: by removing sidewalk, curb, driveway,
A. C. pavement, cross gutter, trees and shrubs, excavation,
construct crusher run base, A. C. pavement, P.C.C. curb, side-
walk, driveways, alley apron, alley, reset manhole frames and
relocate water service, and that any other work auxiliary to
any of the above and which may be required to carry out the
same, be performed.
Section 2: The attention of all persons is directed
to the fact that all of said classes of work above described
may not be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particular
locations shown on the plans, specifications and drawings.
Section 3: The estimated cost of said work, exclud-
ing incidental expenses, is the sum of ;?I47,800.00. The City
of National City has budgeted the sum of S7,500.00 as a con-
tribution to said cost. The said City hereby agrees that the
said sum of S7,500.00 shall be paid to the contractor as a
contribution to said cost.
Section 4: All the aforesaid work or improvement
shall be constructed at the grades, along the lines, between
the points, of the dimensions, at the places and in the manner
shown on the plans, specifications, profiles and drawings for
the said work approved and adopted by this Council on October
163, by Resolution No. 7 J g. Said plans, specifications,
profiles and drawings are on file in the office of the City
Clerk of the City of National City in the City Hall of said
City, and reference is hereby made to said plans, specifications,
profiles and drawings for a full and detailed description of said
proposed work and for a description of the grades at which said
work s to be done. Said grades are hereby adopted and established
as the official grades for all purposes in connection with pro-
ceedi lgs pursuant to this Resolution of Intention. Notice is
hereby given that said grades may be new and different from those
heretofore established or existing, or may be, and in some cases
are, different from existing ground levels.
Section 5: In the opinion of this City Council, the

work chargeable upon a district, which district this City Council
hereky declares to be the district benefited by the said work
and 7o be assessed to pay the cost and expenses thereof.. For a
description of said district, reference is hereby made to a plat
or map of said district heretofore approved by this City Council
on f le in the office of the City Clerk and designated as "PLAT
OF PROPOSED ASSESSMENT DISTRICT FOR THE IMPROVEMENT O "J" AVENUE
BETWEEN 18TH STREET AND 24TH STREET, "K" AVENUE BETWEEN 21ST
STREET AND 24TH STREET, 2IST STREET BETWEEN HIGHLAND AVENUE AND

.AVENUE, 23RD STREET BETWEEN "I" AVENUE AND "L" AVENUE AND
PORTIONS Or INTERSECTIONS THEREOF". This map or plat indicates
by a boundary line the extent of the territory included in the
said proposed district and shall govern for all details as to
the extent of said assessment district.
Section 6: All public streets or public parks, and
all easements or rights of way belonging to the public, and
also all property owned by the United States of America or the
State of California now in use in the performance of a public
function are hereby specifically excluded from this assessment
district.
Section 7: Serial bonds bearing interest at the
rate cf six percent (6V0) per annum shall be issued to represent
each assessment of fifty dollars ($50.00) or over remaining un-
paid for thirty (30) days after the date of recordation of the
warrant. Said serial bonds shall extend over a period ending
nine ,9) years from the second day of January next succeeding
the next September 1 following their date. Said bonds shall be
payable to bearer and there shall be added after the redemption
clause in the bond the following language, "together with a
premium of five percent (570) of said unpaid principal". Said
bonds are to be issued pursuant to and as provided in the Im-
provement Act of 1911, Part 5, Division 7, Chapter 4, Section
6464, of the Streets and Highways Code of the State of California.
Section 8: The said proposed work is to be done under
and proceedings therefore are to be under and pursuant to the
said Improvement Act of 1911.
Section 9: Notice is hereby given that on the 12th
day cf November , 1963, at the hour of 2:00 o'clock p.m.
are the day and hour when, and the Council Chambers of this City
Council in the City Hall in the City of National City is the
place where, any and all persons having any protest or object-
ion to said proposed work or to the extent of said assessment
district, or to the proposed grades, may appear before the City
Council of the City of National City and show cause why said
proposed work should not be carried out in accordance with this
Reso'ution of Intention. Protests or objections must be in
writ'.ng and must be delivered to the City Clerk of said City
of National City not later than the hour herein set for hearing
protests or objections.
Section 10: The report of the City Engineer pursuant
to the provisions of the Special Assessment Investigation, Lim-
itat;on and Majority Protest Act of 1931, and the report of the
City Manager and the City Engineer of the hearing on said report will
be en file with the City Clerk of National City and may be
examined in her office.
Section 11: The National City Star News is hereby
selected as the newspaper in which this resolution shall be
published and in which all other publications regarding the
proceedings
pursuant
to
this
Resolution
made. The City Clerk is hereby directed
adoption of this resolution and to cause

Section 12: The City Clerk is hereby directed to
mail notices of the adoption of this Resolution as provided
in said Improvement Act of 1911, postage prepaid, to all persons
owning real property which is proposed to be assessed to pay
any part of the cost of said work whose names and addresses
appear on the last equalized assessment roll or as known to the
City Clerk.
Section 13: The Street Superintendent of the City of
National City is hereby directed to cause to be conspicuously
posted along the line of the contemplated work and on all open
streets within the said assessment district notices of the
passage of this Resolution of Intention in the time, form and
manner provided by law.
