CONSENTING TO THE CO HENCEhENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS "LOWER SWEETWATER LOCAL FIRE DISTRICT NO. 1 ANNEXATION" WHE1JAS, on January 22, 1963, a petition was presented to the City Council of the City of National City requesting the City Council to give its consent to the commencement of annexation proceedings in connection with that certain inhabited territory therein referred to and generally described, which is contiguous to the City of National City; and WHHE.EA.S, said petition was referred to the Planning Commission of the City of Natio_al City for investigation, report and recommendation; and WHEREAS, the Planning Commission rendered its report and recommendation to the Council on the 29th day of January, 1963, favoring the commencement of annexationproceedings; and WHEREAS, it is the desire of the City Council to give its consent to the commencement of such annexation proceedings upon condition that the electors within said territory be informed at the time the petition for annexation is cir- culated that the question to be submitted to said electors shall be whether the territory shall be annexed, and the property in the territory subjected to tax- ation after annexation equally with the property within the City of National City to pay the entire bonded indebtedness of the City of National City outstanding or authorizes at the date of the first publication of the notice of election, for the acquisition, construction or completion of municipal improvements; and the property in the territory subjected to taxation after annexation to pay the amount of money fixed to represent the value to the territory of municipal improvements already paid for by city taxpayers. NOY, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NATIONAL CITY: 1. That consent be and hereby is granted for the commencement of annex- ation proceedings in connection with said inhabited territory in accordance with the Annexation Act of 1913, provided the petition for annexation contains a re- quest that the question to be submitted to the electors residing in the territory proposed to be annexed shall be whether the territory shall be annexed, and the property in the territory subjected to taxation after annexation equally with pro- perty within the City of National City to pay the bonded indebtedness of the City of National City outstanding or authorized at the date of the first publica- tion of the notice of election for the acquisition, construction or completion of municipal improvements; and the property in the territory subjected to taxation after annexaton to pay the amount of money hereinafter fixed to represent the value to the territory of municipal improvements already paid for by city taxpayers. 2. That said unincorporated territory be and hereby is designated as "LOWER SWEETWATER LOCAL FIRE DISTRICT NO. 1 ANNEXATION", and is described as follows: All that unincorporated area situated within the County of San Diego, State of California, more particularly described as follows: All that portion of Quarter Sections 108, 109, 126 and 127, Rancho de la Nacion, according to Map thereof No. 166 on file in the Office of the County Recorder of San Diego County, California, and with references to Ordinances No. 959, 977, 990, 991, 1019, 1030, 1033, 1035, 1037, 1043, 1053, and 1055 of the Ordinances of the City of National City on file in the Office of the City Clerk of the City of National City, described as follows: Beginning at a point on the East line of said Quarter Section 127 as shown on said Map No. 166 distant thereon 30 feet Southerly of the Northeast corner thereof being also a point in the Boundary of the City of National City; 1. Thence Southerly along the Boundary of the City of National City to an angle point therein; 2. Thence Westerly, Southerly, Northerly, Easterly, Northerly, Westerly, Southerly and Westerly along said City Boundary to an intersection with the West- erly line of Lot 27, Lincoln Acres Annex, according to Map No. 1740 filed in the Office of the County Recorder of said County; 3. Thence Southerly along the said Westerly line and its Southerly pro- longation to an intersection with the Northerly line of Lot 13, said Map 1740, said Northerly lire being also the Southerly line of Lincoln Court; 4. Thence Westerly along said Southerly line to a point in said line 107.9 feet Easterly along said line from the Northwest Corner of said Lot 13; 5. Thence South 23° 57' East to an intersection with the Southerly line of the northerly 20 feet of Lot 12 of said Map No. 1740; 6. Thence Southwesterly along said Southerly line to an intersection with the Easterly line of Lot 14, said Map 1740; 7. Thence Southeasterly along the said Easterly line of Lot 14 and along the Easterly dine of Lot 15, said Map 1740, to the Southeast Corner of said Lot 15; 8. Thence Southwesterly along the Southerly line of said Lot 15 to the Easterly line of aforesaid Lincoln Court; 9. Thence Southerly along an arc of a curve having a radius of 350 feet through a central angle of 7° 44' a distance of 47.75 feet to a point of compound curvature; 10. Thence South 71° 05' West 50 feet to a point of intersection with the Easterly Boundary of the City of National City; 11. Thence Southerly along said Boundary of the City of National City, its various courses and distances to its intersection with the Southerly line of Sweetwater Road as shown on Record of Survey No. 558 on file in the Surveyor's Office of said County at a point that is parallel to and 112 feet westerly from the Westerly line of Shelby Drive, National City Little Farms, according to Map No. 1187 on file in the Office of the County Recorder of said County; 12. Thence Easterly along said Southerly line of Sweetwater Road to its intersection with the Westerly line of said Shelby Drive; 13. Thence Southerly along the Westerly line of said Shelby Drive a distance of 275 feet more or less to the Boundary of the City of National City as created by arnexation Ordinance No. 1033 of said City; 14. Thence continuing along the said Boundary of the City of National City its various courses and distances to its intersection with the Wresterly line of the Easterly 1041 feet of said Quarter Section 126; 15., Thence Southerly along said Westerly line to the Northerly line of the Old Railroad Right of Way as shown on Record of Survey Map No. 5862, Records of said County; 16. Thence Easterly along said Northerly line and along the Southerly line of River Road shown as Sweetwater Road on National City Little Farms, Map No. 1187, Records of said County to the westerly line of said Quarter Section 109; 17. Thence Southerly along said Westerly line to its intersection with the Southerly line of the San Diego and Southeastern Railway Right of Way as shown on Record of Survey Map No. 4059 Records of said County; 18. Thence Easterly along said Southerly Railway Right of Way line to its intersecAon with the Southerly line of the Northwest Quarter of Quarter Sec- tion 109; 19. South 71° 20' 42" West 362.09 feet; 20. Thence South 18° 26' 30" East 85.91 feet; 21. Thence South 86° 55' 09" East 105.59 feet; 22. Thence North 73° 19' 51" East 112.2 feet; 23. Thence South 83° 25' 09" East 151.80 feet; 24. Thence South 53° 40' 09" East 158.40 feet; 25. Thence South 86° 40' 09" East 277.20 feet; 26. Thence South 82° 40' 09" East 374.55 feet to the North and South center line of said Quarter Section 109; 27. Thence Northerly along said North and South center line to its in- tersection with the Southerly Boundary of the City of National City; 28. Thence Westerly, Northerly, Westerly, Northerly, and Easterly along said City Boundary its various courses and distances to its intersection with the Southerly prolongation of the Westerly line of Lot 6, Sweetwater Terrace, as shown on Map No. 22.s3 on file in the Office of the County Recorder of said County; 29. Thence continuing Easterly along a line to its intersection with the Westerly line of Cypress Street as shown on said Map No. 2233; 30. Thence Southerly along said Westerly line of Cypress Street a dis- tance of 50 feet to its intersection with the Boundary of the City of National City; 31. Thence continuing along said Boundary of the City of National City, its various courses and distances to the Point of Beginning. 3. The City Clerk shall certify to the adoption of this resolution.
