HomeMy WebLinkAboutCC RESO 8326RESOLUTION NO. 8326 RESOLUTION OPPOSING LOWERING TWO-THIRDS MAJORITY REQUIREMENT FOR PASSAGE OF GENERAL OBLIGATION BOND ISSUE WHEREAS, it has come to the attention of the City Council of the City of National City, California, that municipal and state officials are considering a proposal to change the Laws of the State of California to allow passage of a general obligation bond issue for cities with less than the present two thirds majority, and WHEREAS, such a change could result in increased tax burdens upon the real property within the State of California without sufficient consideration or restraints, and WHEREAS, real property in the State of California now is taxed at such a level as to inhibit development and growth of business and industry now in the State and to work a hardship upon owners of private dwelling places and multiple residential establishments, and WHEREAS, the possibility of passage of additional general obligation bond issues would serve to deter new industry and business firms from entering the State of California at a time when such new enterprises are needed most urgently, NOW, THEREFORE, be it resolvedthat the City Council of the City of National City opposes the lowering of the two- thirds majority requirement unless the condition that "only property owners may vote" is added. BE IT FURTHER RESOLVED that copies of this resolution be fo^warded by the City Clerk to Senator Jack Schrade and to each !epresentative of the people of National City in the State Legislative Assembly.
