("F" AVENUE FROM SIXTEENTH STREET TO SEVENTEENTH STREEI)
The City Council of the City of National City,
California, does hereby resolve, determine and order as follows:
Section 1: The public interest and convenience re-
quire and it is the intention of the City Council of said City
of National City to order the following work to be done or
improvement to be made in the City of National City, to wit:
that "F" AVENUE FROM SIXTEENTH STREET TO SEVENTEENTH STREET be
improved as follows: by removing trees, excavating for roadway,
paving roadway, construction of standard Type "G" curb, and ad-
justing manhole cover, and that any other work auxiliary to
any of the above and which may be required to carry out the same,
be performed.
Section 2: The attention of a►1 persons is directed
to the fact that all of said classes of work above described
may rot be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particular
locations shown on the plans, specifications and drawings.
Section 3: The estimated cost of said work, excluding
incicental expenses, is the sum of $5,611.00. The City of
Naticnal City has budgeted the sum of $1,000.00 as a contribution
to said cost. The said City hereby agrees that the said sum of
$1,000.00, or a sum equal to 13.7% of the actual cost of said
work of improvement, whichever sum is the lesser, shall be paid
to the contractor as a contribution to said cost.
Section 4: All the aforesaid work or improvement
shall be constructed at the grades, along the lines, between
the points, of the dimensions, at the places and in the manner
showr on the plans, specifications, profiles and drawings for
the said work approved and adopted by this Council on February
26, 1963, by Resolution No.`83I8. Said plans, specifications;,
profiles and drawings are on file in the office of the City
Clerk of the City of National City in the City Hall of said
City, and reference is hereby made to said plans, specifications,
profiles and drawings for a full and detailed description of
said proposed work and for a description of the grades at which
said work is to be done. Said grades are hereby adopted and
established as the official grades for all purposes in connection
with proceedings pursuant to this Resolution of Intention.
Notice is hereby given that said grades may be new and different
from those heretofore established or existing, or may be, and
in some cases are, different from existing ground levels.
Section 5: In the opinion of this City Council, the
said contemplated work is of more than local or ordinary public
benefit and this City Council hereby makes the expense of said
work chargeable upon a district, which district this City Council
hereby declares to be the district benefited by the said work and
to be assessed to pay the cost and expenses thereof. For a des-
cription of said district, reference is hereby made to a plat
or map of said district heretofore approved by this City Council
on file in the office of the City Clerk and designated as "PLAT
OF PROPOSED ASSESSMENT DISTRICT FOR THE IMPROVEMENT OF 'F' AVENUE
FROM SIXTEENTH STREEI TO SEVENTEENTH STREEI; ALL IN NATIONAL
CITY, CALIFORNIA". This map or plat indicates by a boundary
line the extent of the territory included in the said proposed
district and shall govern for all details as to the extent of
said assessment district.
Section 6: All public streets or public parks, and all
easements or rights of way belonging to the public, and also all
property owned by the United States of America or the State of
California now in use in the performance of a public function
are 'hereby specifically excluded from this assessment district.
Section 7: Serial bonds bearing interest at the
rate of six percent (6%) per annum shall be issued to represent
each assessment of fifty dollars ($50.00) or over remaining
unpaid for thirty (30) days after the date of recordation of
the warrant. Said serial bonds shall extend over a period
ending nine (9) years from the second day of January next suc-
ceeding the next September I following their date. Said bonds

shall be payable to bearer and there shall be added after the
redemption clause in the bond the following language, "together
with a premium of five percent (5%) of said unpaid principal"
Said bonds are to be issued pursuant to and as provided in the
improvement Act of 1911, Part5, Division 7, Chapter 4, Section
6464, of the Streets and Highways Code of the State of California.
Section 8: The said proposed work is to be done under
and proceedings therefore are to be under and pursuant to the
said improvement Act of 1911.

Section 9: Notice is hereby given that on the
day cf April, 1963, at the hour of 2:00 o'clock p.m. are the
day and hour when, and the Council Chambers of this City Council
in the City Hall in the City of National City is the place where,
any and all persons having any protest or objection to said
proposed work or to the extent of said assessment district, or
to the proposed grades, may appear before the City Council of
the City of National City and show cause why said proposed
work should not be carried out in accordance with this Resolution
of Intention. Protests or objections must be in writing and
must be delivered to the City Clerk of said City of National
City not later than the hour herein set for hearing protests
or objections.
Section 10: The report of the City Engineer pursuant
to the provisions of the Special assessment Investigation, Limit-
ation and Majority Protest Act of 1931, and the report of the
City Manager and the City Engineer of the hearing on said report
are on file with the City Clerk of National City and may be
examined in her office.
Section 11: The National City Star News is hereby
selected as the newspaper in which this resolution shall be
published and in which all other publications regarding the
proceedings pursuant to this Resolution of intention shall be
made. The City Clerk is hereby directed to certify to the
adoption of this resolution and to cause said resolution to be
published in the manner provided by law,

Section 12: The City Clerk is hereby directed to
mail notices of the adoption of this Resolution as provided
in said Improvement Act of 1911, postage prepaid, to all
persons owning real property which is proposed to be assessed
to pay any part of the cost of said work whose names and addres-
ses appear on the last equalized assessment roil or as known to
the City Clerk.
Section 13: The Street Superintendent of the City
of National City is hereby directed to cause to be conspicuously
posted along the line of the contemplated work and on all open
streets within the said assessment district notices of the
passage of this Resolution of Intention in the time, form and
manner provided by law.
