Resolution providing for increase in planned total expenditure for capital
improvement projects.
Whereas, under the terms of Public Law 87-658, approved September 14, 1962,
the United States of America has authorized the making of a grant to aid in
financing the construction of a specific public works project, provided the
proposed or planned total expenditure of the public body for its capital
improvement projects is increased by an amount approximately equal to the
non -Federal funds required to complete such public works project:

EXHIBIT "A"
Concerning the resolution matters as related to the Special Street
fund and the marner in which it is administered to in National City, the
following information is provided.
The Special Street fund can be considered as a holding fund for moneys,
this supported by the General Fund. This is to say that any moneys placed
in the Special Street fund by the General fund are not necessarily allocated
for any particular project, which is the case in the 1962-63 operating
budget for the City of National City as applied to street projects. As this
resolution indicates, the Special Street fund budget for this fiscal year
is set forth as $102,000.00. No allocations were made to be set aside for
any specific projects, this only indicating that this would be the full
amount of money which would be available to the Special Street fund for
expenditures as of June, 1963, providing that the General fund was able to
support it in its entirety.
The two attached charts show a clearer picture as to the manner in which
the Special Street Fund would have to operate during this fiscal year without
using matching funds, and its counterpart shows the Special Street fund as it
would operate utilizing the matching funds available under the Public Works
Acceleration Act.
In the chart showing the fund whereby matching funds would not be used,
as of July 1, 1962 there was a balance of $102,000.00 on hand. It was
immediately necessary to borrow $75,000.00 from this fund to support the
General Fund, leaving a balance in the Special Street Fund of $27,000.00.
As the chart illustrates, the Special Street fund could not be repaid the

$75,000.00 from the General fund until May, 1963, which creates a dormant
period for Special Street fund projects from July, 1962 until May, 1963.
By June of 1963 there would be an additional transfer to the Special Street
fund from the General fund, which has been a normal practice, which as of
July 1, 1963 the Special Street fund would have a balance on hand of
$157,000.00,should the General fund be able to make this contribution.
This, of course, means though as mentioned before, there would be no moneys
available at this time except by virtue of the following.
The City has very recently sold a quantity of City property. It is
illustrated in the other attached chart the situation whereby we can now
put the Special Street fund to work as follows.
Once again it is noted that the Special Street fund had a balance on
hand of $102,000.00 as of July 1, 1962. $75,000.00 were borrowed from this
fund to support: the General fund, leaving a balance of $27,000.00 in the
Special Street fund in July of 1962. Because of the aforementioned land
sale it is now possible to repay to the Special Street fund the borrowed
$75,000.00 from the General fund which will leave us a balance on hand of
$102,000.00. We have two specific projects in mind at this time which total
$204,000.00, this being the request for the matching funds. One of the
projects is the Highland Improvement Project, and a street improvement plan,
the latter amounting to a total resurfacing of approximately 115 blocks with
asphalt concrete, 1-1/2" in thickness. (The Highland Improvement Project
amounting to $42,500.00, and the Accelerated Paving Program amounting to a
total of $59,500.00 - totaling $102,000.00 City's contribution.) It should
be noted herein that should matching funds be made available at this time
we would be able to undertake both of these projects immediately and

accomplish two .major projects which could not have been considered had the
City not made this land sale and had funds on hand at this time to repay
to the Special Street fund. The aforementioned projects would be of great
public service and create a great deal of employment.
Even though the entire $204,000.00 (this including the matching funds)
would be expended perhaps by May, 1963, when the two mentioned projects
would be completed the Special Street fund would be supplemented by a
transfer into it of $100,000.00 from the General fund, and after usual
operating expenses which are derived from this fund, the Special Street
fund as <yf July 1, 1963 would have a balance on hand of $55,000.00.
