HomeMy WebLinkAboutCC RESO 8230RESOLUTION NO. 8230 RESOLUTION CREATING CIVIL, DEFENSE AND DISASTER ORGANIZATION OF THE CITY OF NATIONAL CITY WHEREAS, Ordinance No. 1044 of the City of National City, California relating to civil defense and disaster provides that the Civil Defense and Disaster Organization, the distribu- tion of civil defense powers and duties, the assignment of functions and devices and the recruitment, direction and train- ing of personnel shall be prescribed by resolution adopted con- currently with the adoption of said ordinance. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City as follows: 1. The Civil Defense and Disaster Organization of this City shall be as hereinafter more particularly described and as shown on the attached chart makred Appendix No. 1 and entitled "Defense and Disaster Organization, City of National City, California, 1962". Said Appendix No. 1, including all information shown thereon, is as much. a part of this resolution as if the materials and information set forth by said Appendix were all fully described herein. 2. Division of Operating Services. There is hereby created a Division of Operating Services. For the purposes of civil defense and disaster planning and organization, the chief of each operating service within this division shall be responsi- ble to the Director through the Assistant Director. Within this Division. there shall be the following civil defense and disaster services: (a) Law Enforcement Service - which shall include facility protection, rescue service and traffic control; (b) Fire Service - which shall assume a part of the rescue service assigned to the Law Enforce- ment Service; (c) Engineer Service - which shall include shelter protection. and utilities; (d) Communications Service - which shall include attack warning; (e) Radiological Safety. Service; (f) Transportation Service. The DLrector shall appoint a chief of each service, except as hereinafter provided. The Chief of Police Department of the City of National City shall be the Chief of the Law Enforcement service. Chief of the Fire Department of the City of National. City shall be the Chief of the Fire Service, The City Engineer of the City of National City shall be the Chief of the Engineer Service, The Assistant Engineer of the City of National City shall be the Industrial Relations officer. Utility Companies shall be responsible to the Director through the Industrial Re- lations Officer and the Chief of the Engineer Service. 3. Division of Special Services. There is hereby created a Division of Special Civil Defense and Disaster Services. This Division shall be under the direction and control of a Deputy Director of Civil Defense and Disaster, who shall be ap- pointed by the Council from the Civil Service Eligibility list. For the purpose of Civil Defense and Disaster planning and or- ganization, the Deputy Director is responsible to the Director. Within this Division there shall be the following services: (a) Personnel and Administration Service - which shall include the recruitment of civilian auxiliaries to military activities and gen- eral administrative services; (b) Supply Services; (c) Welfare Service - which shall include mass feeding, clothing, and lodging; (d) Medical and Health Service - which shall in- clude sanitation and mortuary services; (e) Public Inforwation Services; (f) Volunteer Service. The Director shall appoint a chief shall be responsible to the Deputy of each such service, who Director of the Division of Special Services. The Director may appoint the same person. as chief of two or more services. 4. Legal. The City Attorney shall serve as the legal advisor to the Director of Civil Defense and to the Civil Defense and Disaster Organization. 5. Mutual Aid Plans. There shall be included within the National City Civil Defense and Disaster Operational Plans sections or appendixes which contain Mutual Aid Plans. The California Disaster and Civil Defense Master Mutual Aid Agree- ment and any other Mutual. Aid Agreements as well as the resolutions by which the City of National City made these agreements will be included within the Mutual Aid Section. 6. American Red Cross. The American. Red Cross in the City of National City will, in natural disaster, furnish food, clothing and shelter, registration. and information service, sup- plementary medical service when requested, and rehabilitation to individuals and families affected by the disaster. In Mar -Caused disaster, the American. Red Cross will furnish only food, clothing and shelter to affected individuals and families. The American Red Cross willprovide funds with which to finance all its relief operations during natural disaster. Civil Defense financing will be provided by public or private agencies other than. the Red Cross for Red Cross functions in war -caused disasters. The Director shall be responsible for arranging, through the Chairman of the local Red Cross chapter,. for participation of the Red Cross in civil defense as a part of the mass care service in case of war -caused disaster, and for the relationship be- tween the Red Cross and the Civil Defense and. Disaster Organiza- tion in case of natural disaster. 7. Duties. The Director shall prescribe the civil defense and disaster duties of the Deputy Director and the chiefs of Operating ans Special Services, in conformity with the civil defense and disaster plan, of the City, as approved by the City Council, and with the State of California Civil Defense and Disaster Plan. Such duties may be changed from time to time by the Director by written administrative orders, particularly for the purpose of conforming to recommendations of the Director of the Californla Disaster Office or modifications recommended by the Officer of Civil Defense Mobiltzation.
