RESOLUTION NO. 7923 RESOLUTION PROVIDING TERMS AND ODN©1TIONS FOR THE COLLECTION OF.GARBAGE AND.RUBBI.SH.IN THE CITY OF NATIONAL CITY . . Be it resolved by the City Council of the City of National City as follows: Pursuant to the provisions of Ordinance No. 992 adppted by the City Council of the City of National City on the 4th day of April , 1961, the following terms and conditions by be which garbage and rubbish will/removed from residential, multiple residential, commercial and manufacturing units in the City of National City are hereby established and adopted: 1. All garbage shall be placed by the occupant of any premises in a container for garbage made of metal, plastic or fiberglass with handles and covers which are water and fly tight, having a capacity of not less than two and one-half gallons nor more than ten gallons. 2. All garbage containers shall be thoroughly cleaned after each collection. 3. Any container for the collection of rubbish shall conform to the following specifications: (a) Such container shall be made of either metal, plastic, fiberglass, water proof wood or water proof fiber composition. (b) Such container shall be in the form of truncated cones or cylinders. (c) The capacity of any such container shall not exceed forty-five gallons. (d) The maximum weight of empty containers shall not exceed twenty-five pounds. (e) The maximum weight of loaded containers shall not exceed eighty pounds. (f) The interior surface of the containers shall be smooth and shall not have any exterior projection which interferes with the emptying of the container. (g) Anything to the contrary in the above provisions nothwithstanding, the following shall also be permitted to be used as rubbish containers: 1. Rectangular wooden boxes not exceeding two and one-half cubic feet capacity; 2. Metal wash tubs; 3. Sanitary boxes, or commercially known as 'Dumpster Boxes', provided that the service facilities for such boxes are provided either by the City's independent contractor or the City itself, or in the event of failure of either to provide such service facilities, the City Manager gives a permit in writing to an owner of a premise to make araangement for the removal of rubbish from such Dumpster Box by other means; 4. Any container which does not comply with the requirements hereby established or which deteriorates to the point where it does not comply with such standards will be tagged and will be considered rubbish if not replaced by the next regular collection day; 5. Any containers for the deposit of garbage or rubbish shall be placed on the day of collection on the premises at or near the alley property lines and in such a position that it will be readily accessible to the collector; In the event there is no alley other than a blind alley in the rear of the premises and there is a side entrance to such premises, each container, parcel or bundle shall be placed on the premises at an accessible point near the street curb. In the event that there is neither such alley nor side entrance, any container shall be placed on the curb in front of the premises during the hours fixed for collection and shall be removed therefrom not more than twelve hours after the collection has been made; 6. Cardboard boxes and wooden boxes which are broken up and tree and vine trimmings need not be placed in a container for collection provided that they are tied in bundles tightly bound at each end not exceeding four feet in length and not more than forty pounds in weight; 7. The City Manager from time to time shall prescribe certain hours for the collec- tion of garbage and rubbish and the owner of the premises shall be responsible for making any garbage or rubbish on the premises avail- able for collection at such hours in accord- ance with the regulations above provided.
