HomeMy WebLinkAboutCC RESO 7924RESOLUTION NO. 7924 RESOLUTION OF THE CITY OF NATIONAL CITY REGARDING SENATE BILL 789 SUBMITTED TO THE 1961 SESSION OF THE CALIFORNIA.LEGISLATURE WHEREAS, for the past several years persistent attempts have been made to induce the Legislature of the State of Cali- fornia to impose arbitrary standards for the rendering of library services to the citizens of this state; and WHEREAS, since the founding of our state, the financing and the control of public library systems has been vested in the hands of Boards of Trustees who are residents of the area for which the library service is furnished and who are familiar with the needs and requirements of their own area; and WHEREAS, the mandatory establishment of standards for all libraries in the State of California is directly contrary to the traditional policy of local control of public library affairs; and WHEREAS, the most recent effort to take away local control of the public library system is set forth in Senate Bill No. 789 which has been submitted to the 1961 Session of the California Legislature. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DOES RESOLVE AS FOLLOWS: That the City Council of the City of National City deems it highly important that the financing and the operation and control of its public library be maintained in its Board of Trustees who are residents of the City of National City and are vitally interested in the supplying of library service in accord- ance with the requirements of the residents of this area. That the action of the City Council in establishing a special tax in the sum of twenty-three cents (23) on each $100.00 of assessed value of the property subject to taxation in the City of National City, out of a total tax rate of $1.50, indicates the vital interest of this City Council in this problem. That the philosophy expressed in Senate Bill 789 is directly contrary to the concept that the control of public library systems shall be vested in trustees directly responsible to the residents of their area. That the. City Council of the City of National City therefore urges that the Senate of the State of California do not pass Senate Bill 789 and to the contrary that it consider the enactment of legislation which will strengthen rather than weaken local control of library systems. That the City Clerk is hereby authorized and directed to send copies of this resolution to all of the State Senators that join in the submitting of this Bill for the consideration of the Legislature.
