HomeMy WebLinkAboutCC RESO 7813RESOLUTION NO. 7813 BE it resolved by the City Council of the City of National City, California as follows: The proposal of Koebig & Koebig, Inc., dated September 8, 1960 for making an engineering study for a proposed water department for the City of National City be and the same hereby is approved and the Mayor is authorized and directed to execute the same for and on behalf of City of National City. Bird City Manager We are pleased to submit our proposal covering engineering services in connection with a study to determine the feasibility of establishing and operating a City Water Department for National City. This is presented in accordance with your verbal request of September 7, to Mr. M. J. Shelton, Chief Engineer of our San Diego Office. It is our understanding that a proposition has been placed on the November ballot calling for the organization of a City Water Department together with a $6 million bond issue for the financ- ing of the system. It is assumed that the $6 million has been deter- mined by others as adequate to purchase or construct the required water system. We have no opinion on this and would not investigate the matter further. A necessary aspect of this program is determina- tion prior to the election as to the type of organization required for the proposed City Water Department, the feasibility, and the probable revenue and annual costs of such system. Further, it is proposed that factual information contained in the report will be used in a public in- formation program prior to the election. BELMONT 2.6604 National City September 8, 1960 any valuation of the existing or proposed water system but will be con- fined to the administrative and organizational aspects of a city -owned utility consisting of approximately 7, 000 services. The study is to consider the use of services now available from other City departments in the office as well as the field. The repor'- will include a recommended organization with appropriate job descriptions and integration into the existing City structure. Basic information contained in the 1956 Leeds, Hill and Jewett Report and the 1959 Stone & Youngberg Report will be considered insofar as applicable. Interviews will be held with the City Manager and his personnel to ob- tain all necessary information regarding City operations to determine the extent of the services now available to the proposed Water Depart- ment to the end that the expense of operation will be minimized. M. J. Shelton as Executive Director will coordinate the project.. The full resources of Koebig & Koebig will be utilized in support of the basic work which will be accomplished in our San Diego Office. We propose that this work be done on a time -cost basis, using the following schedule. In no event will the total fee exceed $5, 000. Executive Director and Specialists $20.00 per hour Registered Engineer 15.00 per hour Engineering Designer 9. 50 per hour Engineering Draftsmen 7. 50 per hour Clerical 5. 50 per hour Authorized automobile travel would be at the rate of $0. 10 per mile. Miscellaneous expenses would be at cost. National City September 8, 1960 One hundred copies of the Report will be furnished within five: weeks after official notice to proceed. Additional copies if required, will be furnished at actual cost within two weeks after official request. We are in a position to begin work immediately upon notification to proceed.
