HomeMy WebLinkAboutCC RESO 7707RESOLUTION NO. 7707 RESOLUTION ESTABLISHING NATIONAL CITY PARK AND RECREATION ADVISORY BOARD Be it resolved by the City Council of the City of National City as follows: I. That there be and hereby is established the National City Park and Recreation Advisory Board. 2. The National City Park and Recreation Advisory Board is created in order to advise the City Council of the City of National City upon matters of policy and matters of administration of the parks owned 'and operated by the City of National City and the recreation activities conducted in said parks. 3. Upon request of the City Council of National City, the National City Park and Recreation Advisory Board shall investigate any problem referred to it pertaining to park or recreation matters, and shall make recommendations in writing to the City Council re- garding any matter submitted to it by the City Council or any matter pertaining to park and recreation in National City which the board feels should be brought to the attention of the City Council. 4. The National City Park and Recreation Advisory Board shall consist of nine (9) members, who shall be appointed by the Mayor with the concurrence of the City Council. Members of the board shall either be a resident of, have a place of business in, or have an interest in the City of National City. 5. Members of the board shall serve for a three year term. The terms shall run from the date of the adoption of this resolution; provided, however, that two members of the original board shall be appointed for a one year term only, and two members of the braginal board shall be appointed for a two year term only. 6. Upon the death, resignation, or inability of any member of the board to serve, the Mayor with the concurrence of the City Council shall appoint a member to fill the unexpired term of office. 7. The board at its first regular meeting in April of each year shall elect a chairman and a secretary to serve for a one year term. The chairman shall preside at all meetings of the board. The secretary shall keep minutes of all meetings of the board and shall furnish a copy of such minutes to each member of the board, to each member of the City Council, to the City Manager and to the Director of Parks and Recreation. 8. Meetings of the board shall be conducted to rules of Roberts Rules of Order. Five (5) members of the board shall con- stitute a quorum. All actions of the board shall require the affirmative vote of a majority of the entire board. 9. The board of directors of the National City Park and Recreation Advisory Board shall meet on the third Wednesday of each calendar month at the hour of 7:30 a.m. in the City Hall. Special meetings may be called and the time and place of regular meetings may be changed by complying with the applicable provisions of the Government Code of California pertaining boards and commissions of a General Law City.
