Rifkind has just filed his report with the Supreme Court of the United States in the case of Arizona vs. California; and WHEREAS, said report, if adopted by the Supreme Court of the United States, will seriously restrict the amount of Colorado River water available for the future development of Southern California; and WHEREAS, said report sharply places in focus the necessity for the approval of the water bonds by the people of the State of California at the general election to be held on November 8, 1960; and WHEREAS, many voters in the Northern part of the State of California are seriously disturbed by the proposal to reapportion the representation in the said legislature, and such attitude on the part of the voters of Northern California has already resulted in opposition being expressed to the approval of the water bonds necessary to bring Feather River water to Southern California.
