RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFORNIA IN OPPOSITION
TO PROPOSED REAPPORTIONMENT OF THE
CALIFORNIA LEGISLATURE
WHEREAS, there is presently being circulated in the
State of California a proposed constitutional amendment which
would reapportion the representation of various areas in the
California Legislature; and
WHEREAS, such proposal comes at a most unfortunate time and
places it serious jeopardy the bond issue to be submitted to
the voters of the State of California for development of the
California Water Program; and
WHEREAS, the Honorable Simon H. Rifkind has just filed
his report with the Supreme Court of the United States in the
case of Arizona vs. California; and
WHEREAS, said report, if adopted by the Supreme Court
of the United States, will seriously restrict the amount of
Colorado River water available for the future development of
Southern California; and
WHEREAS, said report sharply places in focus the
necessity for the approval of the water bonds by the people of
the State of California at the general election to be held on
November 8, 1960; and
WHEREAS, many voters in the Northern part of the State
of California are seriously disturbed by the proposal to
reapportion the representation in the said legislature, and
such attitude on the part of the voters of Northern California has
already resulted in opposition being expressed to the approval
of the water bonds necessary to bring Feather River water to
Southern California.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY DOES RESOLVE AS FOLLOWS:
The City Council of the City of National City declares
that the initiative proposal presently being circulated in the
State of California proposing a reapportion of the representation
in the California Legislature is not in the best interests of
the residents of the City of National City, or of any resident
of Southern California.
The City Council of the City of National City hereby
requests proponents of said proposed initiative calling for
reapportionment forthwith abandon their circulation of said
petition and do not file any said petition with the Secretary
of State of California.
The City Council of the City of National City further
requests that the proponents of said proposed initiative measure
devote their talents and energy to bringing about the approval
of the vcters of the State of California of the water bonds at
the general election on November 8, 1960.
The City Clerk is hereby authorized and directed to
send copies of this Resolution to Los Angeles County Supervisor,
Frank Bor.elli; The Board of Directors of the Metropolitan Water
District of Southern California; The Department of Water and
Power of the City of Los Angeles; and the San Diego County Water
Authority.
