HomeMy WebLinkAboutCC RESO 7463RESOLUTION NO. 7463 RESOLUTION OF CITY OF NATIONAL CITY REQUESTING CITY OF CHULA VISTA TO SUSPEND PROCEEDINGS FOR ANNEXATION OF CERTAIN PROPERTIES IN THE SWEETWATER RIVER VALLEY WHEREAS, at one time, the City of Chula Vista and the City of National City had a joint boundary in the Sweetwater River Valley; and WHEREAS, each City voluntarily de -annexed a portion of its then territory so that the Sweetwater River Valley area was no longer a portion of either City; and WHEREAS, by oral agreement, the officials of City of Chula Vista and City of National City determined that in the event either City desired to re -annex any portion of the Sweetwater River Valley, the said Sweetwater River Valley area would be divided equally between City of Chula Vista and City of National City; and WHEREAS, it has been brought to the attention of the City Council of City of National City that the City of Chula Vista is now entertaining proceedings for the annexation of a strip of land across the Sweetwater River Valley easterly of Highland Avenue from the northern boundary Tine of City of Chula Vista to the southern boundary line of City of National City; and WHEREAS, the completion of said annexation proceedings by City of Chula Vista would be contrary to the above described oral agreement; and WHEREAS, the completion of said annexation by City of Chula Vista would seriously interfere with the plans made by the County of San Diego for the development of a Beltline Freeway through the Sweetwater River Valley; and WHEREAS, the City of National City has for the past two years been engaged in the development of a drainage project which utilizes the Sweetwater River as a means of conveying flood and surface waters accumulating in the City of San Diego and the City of National City from that area known as the Paradise Valley water shed; and WHEREAS, the point at which said flood and surface waters will be discharged into the Sweetwater River is included within the boundaries of the annexation now being considered by City of Chula Vista; and WHEREAS, for the past several years, the relationship be- tween the officials of the City of Chula Vista and the City of National City has been such that each City benefited from a close working relationship between said officials as is illustrated in many specific instances such as the working together of City of Chula Vista and City of National City in the joint planning of an award of contracts, together with the Atchison, Topeka and Santa Fe Railroad Company, for the further development of the Tidelands of eech City; and WHEREAS, the City Council of City of National City is greatly concerned that the close working relationship of the officials of the City of Chula Vista and the City of National City not be disturbed, and is fearful that the completion of the above described annexation proceedings by City of Chula Vista may re- sult in the serious disturbance of such relationship; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DOES RESOLVE AS FOLLOWS: I. The City Council of the City of National City hereby requests the City Council of the City of Chula Vista not to pro- ceed with its proposed annexation across the Sweetwater River Valley. 2. The City Council of the City of National City hereby requests the City Council of the City of Chula Vista to enter into a formal written agreement to supersede the existing oral agreement wherein and whereby the City of Chula Vista agrees that it will not annex any territory north of the center line of the Sweetwater River Valley and the City of National City agrees that it will not annex any territory south of the center line of the Sweetwater River Valley. 3,, That said written agreement be made in contemplation of the passage of Assembly Bill 2240 providing that any attempted annexation made in violation of such written agreement would be void. 4. That the City Manager be and hereby is authorized to read this resolution in full to the City Council of the City of Chula Vista at the time it considers protests to said proposed annexation. 5. That the Mayor of City of National City and such other officials as he may desire be authorized to appear personally before the City Council of City of Chula Vista in support of the proposal; above described.
