RESOLUTION OF CITY OF NATIONAL CITY CALLING UPON THE
BOARD OF SUPERVISORS OF SAN DIEGO TO PRESERVE THE
NATIONAL JUDICIAL DISTRICT COURT
WHEREAS, at the time of the reorganization of the court
system of San Diego County a few years ago, it was determined
by the Board of Supervisors of San Diego County that the best
interests of the residents of the City of National City and the
administration of justice in said City demanded that the National
Judicial District be created;
WHEREAS, the National Judicial District includes all of the
territory situated within the City of National:City;
WHEREAS, since the foundation of the City of National City
in the year 1887, said City has been an integrated unit of govern-
ment;
WHEREAS, the population of the City of National City is now
in excess of 32,000 persons;
WHEREAS, the interests of the citizens of National City can
be best served by the continued operation of the Justice Court in
the National Judicial District;
WHEREAS, the City of National City is now providing quarters
in its City Hall for the operation of the Justice Court of the
National Judicial District;
WHEREAS, the City Council of the City of National City de-
sires to continue to provide adequate quarters for the continuance
of said Justi:ee i Court;
WHEREAS, the congestion in the Municipal Courts of the areas
adjacent to National City clearly reveal the difficulties in
citizens of those areas receiving a prompt disposition of Civil
Cases involving a sum less than $1,000.00;
WHEREAS, there is a recognition of the need for continuing
courts of limited jurisdiction to settle promptly differences
which might arise between citizens involving sums less than
*1,000.00;
WHEREAS, it has been suggested that the National Judicial
District be combined with territory to which it is now adjacent;
WHEREAS, the combining of the National Judicial District
with any other territory would add to the congestion which already
exists in the Municipal Courts of the territories adjacent to
said National Judicial District;
WHEREAS, the Governor of California has recently expressed
concern regarding the present organization and administration of
our Municipal Court system in the State of California.
NUJ, THEREFORE, the City Council of the City of National
City does resolve'as follows:
That the interests of the residents of National City and
the best interests of the administration of justice in general
demand tat no changebe made in the present boundaries of the
National Judicial District.
That the Board of Supervisors of the County of San Diego are
hereby requested to resist any suggestion that the National Judicial
District be consolidated with any other existing Judidical District.
That the Board of Supervisors of the County of San Diego go
on record as being in favor of the perpetuation of the National
Judicial District as being in the best interests of the people
of the County of San Diego, for economy in operation of the ad-
ministration of justice and for the prompt disposition of matters
less then $1,000.00.
