("C° Avenue Between 15th Street and 16th Street)
The City Council of the City of National City,
California, does hereby resolve, determine and order as follows:
I. The public interest and convenience require and
it is the intention of the City Council of said City of National
City to order the following work to be done or improvement to
be made in the City of National City, to wit: that C Avenue
between I5th Street and 16th Street and portions of intersections
thereof be improved as follows: the grading of portions of the
streets; the preparation of subgrade and paving of portions of
the streets; the construction of Type G Curbs; the construction
of sidewalks; the construction of storm drains; the construction
of cross gutters; the construction of gravity type headwalls, and
the construction of driveway aprons and that any other work
auxilliary to any of the above and which may be required to carry
out the same, be performed.
§2. The attention of all persons is directed to the
fact that all of said classes of work above described may not
be constructed upon all of the streets or public ways above
mentioned in their entirety, but only upon the particular loca-
tions shown on the plans, specifications and drawings.
§3. The estimated cost of said work, including inci-
dental expenses, is the sum of $10,423.95. The City of National
City has allocated the sum of $1,960.15 as a contribution to said
cost.
§4. All the aforesaid work or improvement shall be
constructed at the grades, along the lines, between the points,
of the dimensions, at the places and in the manner shown on the
plans, specifications, profiles and drawings for the said work
approved and adopted by this Council on January 6, 1959 by
Resolution No. 7375. Said plans, specifications, profiles and
drawings are on file in the office of the City Clerk of the City
of National City in the City Nall of said City, and reference is
hereby made to said plans, specifications, profiles and drawings
for a full and detailed description of said proposed work and for
a description of the grades at which said work is to be done.
Said grades are hereby adopted and established as the official
grades for all purposes in connection with proceedings pursuant
to this Resolution of Intention. Notice is hereby given that
said grades may be new and different from those heretofore es-
tablished or existing, or may be, and in some cases are, different
from existing ground levels.
§5. In the opinion of this City Council the said con-
templated work is of more than local or ordinary public benefit
and this City Council hereby makes the expense of said work
chargeable upon._a district, which district this City Council here-
by declares to be the district benefited by the said work and to
be assessed to pay the cost and expenses thereof. For a descrip-
tion of said district reference is hereby made to a plat or map
of said district heretofore approved by this City Council on file
in the office of the City Clerk and designated as "MAP OF PRO-
POSED ASSESSMENT DISTRICT FOR THE IMPROVEMENT OF "C" AVENUE
BETWEEN FIFTEENTH STREET AND SIXTEENTH STREET AND PORTIONS OF
INTERSECTIONS THEREOF." This map or plat indicates by a boundary
line the extent of the territory included in the said proposed
district and shall govern for all details as to the extent of
said assessment district.
§6. All public streets or public parks, and all ease-
ments or rights of way belonging to the public, and also all
property owned by the United States of America or the State of
California now in use in the performance of a public function
are hereby specifically excluded from this assessment district.
§7. Serial bonds bearing interest at the rate of six
per cent (6%) per annum shall be issued to represent each assess-
ment of fifty dollars ($50.00) or over remaining unpaid for
thirty (30) days after the date of recordation of the warrant.
Said serial bonds shall extend over a period ending nine (9) years
from the second day of January next succeeding the next October
15th following their date. Said bonds are to be issued pursuant
to and as provided in the Improvement Act of 1911, Division 7 of
the Streets and Highways Code of the State of California.
§8. The said proposed work is to be done under and
proceedings therefore are to be under and pursuant to the said
Improvement Act of 1911.

§9. Notice is hereby given that the 24,' 'day of Cfk.
1959, at the hour of 2:00 o'clock P.M., are the day and hour
when, and the Council Chambers of this City Council in the City
Hall in the City of National City is the place where, any and
all persons having any protest or objection to said proposed
work or to the extent of said assessment district, or to the
proposed grades, may appear before the City Council of the City
of National City andshow cause why said proposed work should not
be carried out in accordance with this Resolution of Intention.
Protests of objections must be in writing and must be delivered
to the City Clerk of said City of National City not later than
the hour herein set for hearing protests or objections.
§I0. The report of the City Engineer pursuant to the
provisions of the Special Assessment Investigation, Limitation
and Majority Protest Act of 1931, and the report of the City
Manager and the City Engineer of the hearing on said report are
on file with the City Clerk of National City and may be examined
in her office.
II. The National City Star News is hereby selected as
the newspaper in which this resolution shall be published and in
which all other publications regarding the proceedings pursuant
to this Resolution of Intention shall be made. The City Clerk
is hereby directed to certify to the adoption of this resolution
and to cause said resolution to be published in the manner pro-
vided by law.
§12. The City Clerk is hereby directed to mail notices
of the adoption of this resolution as provided in said Improvement
Act of 1911, postage prepaid, to all persons owning real
property which is proposed to be assessed to pay any part of
the cost of said work whose names and addresses appear on the
last equalized assessment roll or as known to the City Clerk.
§I3. The Street Superintendent of the City of National
City is hereby directed to cause to be conspicuously posted along
the line of the contemplated work and on all open streets within
the said assessment district notices of the passage of this
Resolution of Intention in the time, form and manner provided by
law.
