WHEREAS, the 1st District, of California, representing 31 member posts of the Veterans of Foreign Wars, is, and has been consistently concerned in matters involving the veterans and the community. and, WHEREAS, at the time the Regional status of the San Diego office was moved to the Los Angeles Regional office, top V.A. officials stated that there would be no interruption of District Service, to Veterans in the San Diego Regional area, because of this move, and, WHEREAS, it is now necessary, in many cases, for veterans in this area to travel to the Los Angeles medical facility for special examinations in connection with their service connected disabilities, which examinations, prior to the consolidation of the two offices, were conducted in San Diego, with little or no loss of earnings on the part of the veteran concerned. and, WHEREAS, in order to properly service the veterans in the San Diego area, it would be more feasible to return the San Diego office to its regional status and at the same time em- brace the Counties of Orange, Riverside and Imperial within that regional area, thus relieving the tremendous "backlog" presently in existence in the Los Angeles Regional Office. and, WHEREAS, there is still a tremendous deterioration of services to veterans in the San Diego area, primarily due to the fact that the Los Angeles Regional office cannot cope with the situation because of personnel problems in the lower paid brackets and the resulting inefficiency due to the rapid turn- over of personnel and the necessity of hiring untrained help. and, WHEREAS, the backlog of cases and correspondence, to- gether with subsistance allowances for married student veterans not yet paid for the Fall semester, has not, and apparently will not become current in the foreseeable future. and, WHEREAS, when the San Diego Office held a full Regional status these conditions did not exist. and, WHEREAS,. the return of the case folders and a Rating Board to the San Diego Office would alleviate most of the trouble and furnish services to veterans they are entitled to and services the Veterans Administration is obliged to furnish. NOW THEREFORE, be resolved, that the 1st District, Department of California, V.F.W. does hereby urge the Senators from California and the Congressmen from this Area to demand a Congressional investigation of the deplorable condition ex- isting in the most heavily veteran populated area in the United States. BE IT FURTHER RESOLVED that copies of this Resolution be provided, The Central Committee of the Democratic and Republican parties, of SAN DIEGO, Imperial, Orange and Riverside Counties, President and Vice President of the United States, Senators from California, Congressmen and Senators interested in Veterans' affaires, Governor of California, State Senators and Assembly- men, Mayor of San Diego, National City, Chula Vista, La Mesa, and El Cajon, V.P.W.
