W 1 1 3 WHEREAS, the Civil Service Commission of City of National City, desires certain changes in the rules, recommenda- tions and Job classifications of said Civil Service; and WHEREAS, the Civil Service Commission of said City has legally made such recommendations to the City Council; NOW, THEREFORE, BE IT RESOLVED by the City Council of City of National City, as follows: That the recommendations of the Civil Service Commission, as forth on the attached Exhibit.Fi be, and they are hereby, approved. California Gentlemen: It has been aooroved by this commission that the classification of Apprentice Bookkeeping Mac .i ne Operator be ch bo.ea to Junior Eoo.{keeni n =.chine Operator at the same salary rate and that the following specifications be adopted for this classifications JUNIOR BOOKKEEPING MACHINE OPERATOR Under supervision to do responsible machine accounting work; to do related work as required. Typical tasks may include operating a bookkeeping machine in the preparation of payrolls, demands and warrants; recording of expenditures and encum— brances and preparation of special reports; doing miscellaneous clerical work. tinimum Standards and Qualifications Education equivalent to completion. of the 12th grade; 6 months of accounting or bookkeeping experience or its equivalent. Ability to type at least 45 words per minute. It is further reco mended that the minimum standards and oualificoti.cns for the position of PARK FECFU TI N i:IRECTOR be amended to read as follows: Deputy Must have graduated from a college or university of recognized standing with major work in physical or recreational education and have had at least one year, or equal, of successful exper— ience in playground and recreation work. Shall be able to obtain an up to —date Red Cross first —aid certificate. Ability to direct and supervise the °ork of assistants; ability to inspire confidence anal to exercise firm, but fair, discipline; ability to size up situations and people accurately, to adopt an effective course of action.. and yet alongwell with others; deJen : ility; initiative; entusiasm; good judgment; high moral standards; pleasing address; good physical condition. No one was present objecting to the proposed change. The following amendMent to the rules of the Civil :service Cd ,:.issicn has been aproved and is submitted for your approval pursuant to section 13.4 of said rules: Rule 1O.3•LEi,VE: OF A CENCE. Leaves of absence without pay may be granted by the departr,ent head for a period not to exceed twelve months, orovided the leave is for advanced, training connected with the work of the employee or loan to some other agency of government. NO e: iployee may have More than two weeks of leave of absence without ,ay in any one calendar year on personal business in additi`)n to any vacation tie or overtime allowable. Leaves of absence with pay may be granted only by the City Council. Leaves of absence must contain a ti:e certain for termination of the leave and the reason for granting the leave. A copy of a written leave of absence must be filed with the City Council and with t fe Civil Service Commission. No post dated leaves may be granted.
