A RESOLUTION OF THE CITY COUNCIL.OF
THE CITY OF NATIONAL CITY, CALIFORNIA,
CALLING, PROVIDING FOR AND GIVING
NOTICE OF A SPECIAL MUNICIPAL ELECTION
TO BE IN SAID CITY ON TUESDAY,
JULY 14, 1953, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS OF
SAID CITY A PROPOSITION FOR THE ISSU-
ANCE OF WATER REVENUE BONDS BY SAID
CITY.
The City Council of the City of National City,
California, DOES HEREBY RESOLVE as follows:
Section 1. That a special election be held and
the same is hereby called to be held in the City of National
City, California, on Tuesday, the 14th. day of July, 1953,
for the purpose of submitting to the qualified voters of said
city the proposition of issuing water revenue bonds pursuant
to the Revenue Bond Law of 1941 (Chapter 6, Part 1, Division 2,
Title 5 of the Government Code of the State of California) in
the amount and for the objects and purposes hereinafter set
forth., including all expenses incidental thereto or connected
therewith.
Section 2. That the purpose for which said bonded
indebtedness is to be incurred and revenue bonds issued
therefor is as follows:
The acquisition, construction, improving and
financing by the City of National City of a certain
municipal improvement, to wit: a waterworks system
for obtaining,
conserving, treating and supplying
water for public and private uses both within and
without said city, including the acquisition of all
land, easements, rights in land, water rights, contract
rights and franchises necessary therefor, and the
acquisition and construction of• all necessary dams,
reservoirs, wells, water lines, filtration works,
pumping stations, buildings and other works, equip-
ment, facilities and property for the production,
treatment, storage, transrioc'_vn and distribution
of water (any part of whichmay be owned jointly with
any other municipal or public corporation or corpora-
tions) and including engineering, inspection, legal
and fiscal agent's fees, costs of the bond election
and of issuance of the revenue bonds, bond reserve
funds and working capital, and other costs and expenses
incidental to or connected with the acquisition, construction,
improving and financing of said municipal improvement.
Section 3. That the estimated cost of such acquisi-
tion, construction and improvement, including engineering fees,
inspection fees and other costs and expenses incidental to
or connected withsuch acquisition, construction and improve-
ment is $10,500,000. That the estimated cost of such acquisi-
tion, construction, improvement, and financing, including
engineering, inspection, legal and fiscal agent's fees,
costs of the bond election and of the issuance of th.e revenue
bonds, bond reserve funds and working capital, and other
costs and expenses incidental to or connected with such
acquisition, construction, improvement and financing, is

$11,000,000. That the principal amount of the bonds proposed
to be issued is $11,000,000. That the maximum rate of interest
to be paid on said bonds shall not exceed the maximum rate
permitted by law, to wit, six per cent (6%) per annum, payable
annually for the first year and semiannually thereafter, the
actual rate or rates of interests on said bonds to be determined
at the time of th.e sale or sales thereof.
Section 1. That if the proposition for the incurring
of bonded indebtedness so submitted receives the requisite
number of votes, to wit: th.e votes of a majority of all the
voters voting on the proposition, revenue bonds as provided
herein in not exceeding the principal amount stated in such
proposition shall be issued and sold for the purpose set forth
herein. Said bonds are to be revenue bonds payable exclusively
from the revenu:s of the enterprise and are not to be secured
by the taxing power of the City of National City.
Section 5. That the enterprise referred to herein is
defined to be the waterworks system acquired, constructed and
improved by the City of National City and financed with funds
derived from the sale of the revenue bonds herein proposed
to be issued, together with. all additions to and improvements
of said system thereafter made.
Section 6. That the necessary and reasonable costs
of the maintenance and operation of the enterprise shall be
paid from th.e revenues of the enterprise prior to the payment
of the principal and interest on the bonds proposed to be
issued and sums for other security funds which may be provided.
Section 7. That the polls for said election shall
be opened at seven o'clock, A.M., of the day of said election
.and shall remain open continuously from said time until seven
o'clock, P.M., of the same day, when said polls shall be
closed, except as provided in Section 5734 of the Elections
Code of the State .of California.
That on the ballots to be used at said special
election, in addition to any other matter required by law,
there shall be printed substantially the following:
MARK CROSS (+) ON BALLOT ONLY WITH RUBBER STAMP;
NEVER WITH PEN OR PENCIL.

INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in the
voting square after the word "YES" or after the
word "NO". All marks, except the cross (+) are
forbidden. All distinguishing marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter's ballots mark a cross (+) with
pen or pencil. -
issuance of bonds shall be as provided in this resolution.
That in all particulars not herein recited the election shall
be held and th.e votes canvassed pursuant to law for general
municipal elections held in the City of National City.
Section 9. That for the purpose of holding said
special election there shall be and are hereby established
twenty-nine (29) special voting precincts and two (2) con-
solidated voting precincts, said precincts to be designated
as hereinafter stated. Each suchvoting precinct shall
consist of one or more of th.e regular election precincts
in the City of National City (of the numbers hereinafter
stated) established by the Board of Supervisors of San Diego
County for the holding of state and county elections, as
said regular election precincts exist and are established
on the date of the adoption of this resolution. That the
polling places for the respective precincts shall be the
places hereinafter designated, and that the persons herein-
after named, being competent and qualified electors and
residents of said city and of their respective special
voting precincts, are hereby appointed officers of election
for their respective special voting precincts and they shall
hold said election and make return thereof in the manner
provided by law.

the passage and adoption of this resolution and shall cause
the same to be published once a week for two successive
weeks in the NATIONAL CITY NEWS, a weekly newspaper of
general circulation printed, published and circulated in
the City of National City. No other notice of suchelection
need be given.
Section 11. This resolution shall take effect upon
its adoption.
ADOPTED, SIGNED AND APPROVED this 2nd day of
June, 1953.
