HomeMy WebLinkAboutCC RESO 584789 rt-a a RESOLUTION =35 1-%17. ;AREAS, the Public School System of the State of California is faced with the problem of building thousands of classrooms and other school build- ings to meet its immediate needs, and said construction will cost the tam - payers hundreds of millions of dollars; and WHEREAS, a substantial portion of such school construction costs con- sista of two major items, namely, architects, fees in the preparation of plans and specifications, and inspector's fees and charges in actual con- struction owrk; and WHEREAS, the State of California has heretofore established k Division of Architecture in the State Department of Public Works to draw all plans and specifications for highways, bridges, and other construction work handled by said Department --thereby establishing a precedent;. and WHEREAS, there is no sound or logical reason why the State Department of Education should not have its own Division of Architecture for the pre- paration of plans and specifications for all school construction work; and WHEREAS, there is every reason why the State Department of Education should have its own Division of Architecture for the purposes aforesaid; and WHEREAS, the suggested Division of Architedture in the State School System could and should prepare model plans and specifications for various types of school construction projects to meet the needs and requirements of every school district in its individual construction projects, and thereby completely eliminate the need for individual and, in fact, unique plans and specifications for each and every school construction project; and WHEREAS, the aforesaid sets of plans and specifications prepared by a Division of Architecture could be so varied and numerous as to meet the needs, wishes, and desires of every school district provided said school district was reasonable in the matter and was sincerely interested in saving the taxpayers' money; and WHEREAS, the establishment of a central source of school plans and speci- fications at the State level would save millions upon millions of dollars in school construction costs and is therefore of vital interest to every school district and every taxpayer in the entire State of California. NOW, THEREFORE, BE IT RESOLVED: 1. That a Division of Architecture be established in the State Depart- ment of Education; 2. That said Division of Architecture, so created, have the responsi— bility of furnishing all plans and specifications for school construction projects, and that a pool of school plans be established to meet the basic needs of every school district; 3. That the State Legislature be and it is hereby petitioned to enact the necessary laws for said State—wide project; 4. That the State Assemblyment and Senator representing this district and all other state and local officials interested in this problem be urged to give this plan militant support. 0.0 PASSED AND ADOPTED by the City Council of the City of National City, California, this 20th day of January , 19 53 , by the following vote, to -wit: AYES: Councilmen McClure, Parchen, Sarn, Carrigan NAYS: Councilmen None ABSENT: Hart .
