at the recent League of Cities annual meeting, held in San Diego,
it was the unanimous opinion of all incorporated cities in the State that unin-
corporated "fringe areas" around cities constitute special problem •areas, and
WHEREAS, such "fringe areas" are of special concern to incorporated cities
because they abut our city limits, and because they constitute territory which,
in the normal course of events, may be expected to annex to the adjacent city,
and
WHEREAS, it is the unanimous opinion of the incorporated cities of California,
as expressed at the recent League of Cities meeting, that the reasonable and pro-
per development of such "fringe areas" can be accomplished only if they are pro-
perly planned and zoned, and
WHEREAS, each of the nine incorporated cities of San Diego County considers
the "fringe area" problem here to be critically acute because of the rapid growth
of suburban districts, and
WHEREAS, each of the nine incorporated cities of San Diego County are
sufficiently interested in good planning and zoning for such "fringe areas" to
cooperate actively in such work with the County Planning Commission and the
Board of Supervisors, and
WHEREAS, immediate, effective action by San Diego County to plan and zone
"fringe areas" would be an outstanding example of city -county cooperation in the
interest of good government, now therefore
BE IT RESOLVED, that the Board of Supervisors of San Diego County is requested
to adopt by resolution a policy to adopt community master plans and to adopt zoning
ordinances for such "fringe areas" as may constitute the community, as rapidly as
necessary technical work can be completed, and
BE IT FURTHER RESOLVED, that the Board of Supervisors of San Diego County
is requested to direct the County Planning Commission to prepare such community
master puns and zoning ordinances, in cooperation with planning commissions of
the neighboring cities concerned, and to submit such plans and ordinances to it
for adoption as soon as possible.
