RESOLUTION NO. 192
A RESOLUTION ADVISING GOVERNING BODIES OF AUTHORITY
MEMBER AGENCIES OF THE AUTHORITY'S INABILITY TO MEET
EXPECTED WATER NEEDS AND SUGGESTING UNITED EtP ORTS
FOR WATER CONSERVATION.
WHEREAS, total lack of run-off, continued drought and a rapidly in-
creasing population during the first quarter of 1951 have combined to in-
crease total water consumption within the member agencies of the Authority
to an amount in excess of thirty per cent over the consumption for a like
period during 1950, forecasting a probable increase in consumption for the
entire 1951 calendar year of at least twenty-eight per cent; and
WHEREAS, such a rate of increase would indicate that approximately
118,000 acre-feet of water would be required to meet the total consumption
for 1951, of which 73,000 acre-feet can be supplied from Authority sources,
leaving 45,000 acre-feet to be supplied from existing reserves in surface
and underground reservoirs; and
WHEREAS, a reserve supply of about 77,000 acre-feet was available at
the beginning of 1951, it now appears that of the above amount of water
only 25,000 would remain as reserves at the end of the year as the result
of the estimated use and losses by evaporation, an amount which, together
with the full flow of the Aqueduct, would be far less than sufficient to
meet minimum water requirements for the year 1952; and
WHEREAS, since construction of additional capacity in the Aqueduct
cannot be completed until 1953, it appears that there will be a deficit in
water supply for 1952 of some 25,000 acre-feet, unless favorable weather
conditions prevail and this amount of water can be impounded in the reser-
voirs during the next rainy season; and
WHEREAS, it is the opinion of the'Authority's Board of Directors, in
view of the seriousness of the situation, that immediate and coordinated
efforts to conserve the water presently available to the area should be im-
mediately undertaken throughout the entire Authority area under a uniform
and cooperative program, to the end that no one community will suffer more
than any other in a situation where the common interests are so obviously
involved;
NOW THEREFORE, BE IT AND IT IS HEREBY RESOLVED that the governing body
of each member agency of the San Diego County Water Authority be, and each
is hereby, requestedJto{join in a coordinated and immediate program for
water conservation, including efforts to prevent waste -and to educate the
consumers on the sources of waste and methods of conservation, in the hope
that through voluntary and united efforts the more stringent remedy of en-
forced rationing can be avoided until our depleted water supplies can be
replenished and augmented;: and

BE TT FURTHER RESOLVED, that the Executive Secretary of the San Diego
County Water Authority be, and she is hereby, authorized and directed to
forthwith transmit a certified copy of this resolution to the presiding
officer of the governing body of each of the public agencies comprised
within said Authority.
