BE IT RESOLVE➢ by the City Council of the City of
National City, California, that the following appointments
are hereby authorized.
J. B. Casey as Park Recreation Director (probationary),
effective August 4, 1948, at a salary of:ee per

James L. Welch as Recreation Supervisor in the summer
recreation program, effective August 4, 1948, at a

Gentlemen:
With respect to filling the position of Park Recreation Director,
I would like to make the following remarks:
Both men, Mr. Welch and Mr. Casey, who were certified to`the eligible
list for the position by the Civil Service Commission, possess outstanding
qualities and I believe either could fill the position in a satisfactory
manner. However, having the opportunity -to observe both individuals at
work in my department since the beginning of the summer season, has been a
great help in arriving at a decision.
By nature this position requires much ability in character analysis
and building, as well as, a sacrifical interest in human kind. After giving
much thought to the fundamental requstt.so vital connection with the
social problems that continually present themselves in this wide field of
recreation, I wish to submit the following for your consideration.
That Mr. J. B. Casey, 2913 East 8th Street, National City, be employed
as Park Recreation Director (probationary) under the rules and regulations
set up by Civil Service, at a salary of $235.00 per month, effective August
-, 1948.
I wish to submit the name of Mr. James L. Welch, 279 Southlook, El
Cajon, to fill the position of a Recreation Supervisor in the summer recreation
program, salary at $225,00 per month, effective August fit, 1948.
