RESOLVED, thatit is the intention of the City Council
of the City of National City, California, to order the fol-
lowing work to be done and improvement to be made in said.
City, to -wit:
The construction df Portland cement concrete side-
walks and curbs along both sides of National Avenue, in
the City of National City, California, from the South curb
line of 18th Street to the North, line of 30th Street, to-
gether with the necessary grading, all according to plan,
profile and specifications on file in the office of the
City Engineer; excepting work already done.
All of said work hereintefore generally described
shall be constructed in the manner, at the locations, within
the limits, of the materials, and of the dimensions as shown
upon and in accordance with the plans, profiles, drawings,
typical cross -sections and specifications therefore con-
tained in document No. D.1-2 on file in the office of the
City Clerk of said. City, and copies of which are on file in
the office of the City Engineer of said City, and by this
reference thereto all said plans, profiles, drawings, typi-
cal cross -sections and specifications are made a part hereof.
Ali lots and parcels of land owned by U. S. Government and
shown on Document D1-2 are excluded from said assessment dis-
trict.
The said Council hereby determines and declares that
serial bonds shall be issued to represent each assessment of
tenty-five dollars or more remaining unpaid after the full
expiration of thirty days from the date of the warrant, to
represent the expenses of said work and improvement.
Said serial bonds shall extend over a period ending
nine years from the second day of January next succeeding
the fifteenth day of the next October following their
date, and an even proportion of the principal sum thereof
shall be payable by coupon on the second day of January
every year after the fifteenth day of the next October
following their date until the whole is_paid. Said bonds
shall bear interest at the rate of six per cent per annum,
interest payable semi-monthly by Coupon, on all sums un-
paid until the whole of said principal and interest are
.paid. Said bonds shall be issued and the principal and
interest thereof shall be paid under and in pursuance of
the Improvement Act of 1911, and amendments thereto. That
the Provisions of the Special Assessment Investigation,
Limitation and ;'ajority Protest Act of 1931, have been
complied with and less than 15 of the property owners
affected did not demand an investigation pursuant to said
Act.
That the contemplated work and improvement hereinbe-
fore mentioned is in the opinion.of said Council of more
than local and ordinary public benefit, and the expenses
of such work and improvement are made chargeable upon the
district hereinafter described, and said Council does
hereby declare said district to be the district benefited
by Said work and improvement, and to be assessed to pay
the costs and expenses thereof.
Said district is described as follows: to -wit: all of
that real property in the said City of i,: tional City
included within the exterior boundary lines of said dis-
trict, as shown upon that certain plat No. D1-2, in-
dicating the exterior boundary lines of such district,
which plat, approved by the Council, is on file in the
office of the City Engineers of said City; exceptinc
therefrom all public streets, roads, alleys, avenue and
highways, and excepting work already done and all Lots
and parcels of land owned by the U. S. Government: Refer-
ence is hereby made to said plat for a particular descrip-
tion of such district..
The Council have ascertained and declared by the
adoption of resolution No. 4562, adopted on the 6th day
of January, 1948, that the prevailing rate of per diem
wages paid by private employers in the City of National
City, for the same quality of service for a day of eight
(8) hours for each craft, labor, type of workman or mechanic
needed to execute said work as follows;

NOTICE IS HEREBY GIVEN, that on Tuesday, the 3rd day
of February, 1948, at 8 ofclock P. M., in the Council
chamber of the City Hall of the said City of National City,
and any and all persons having any objections to the pro-
posed work or improvement, to the grade at which said work
is to be done, or to the extent of the district to be
assessed to pay the costs and expenses -of said proposed
work or improvement, may appear before said Council and
show cause why said proposed improvement should not be
carried out in accordance with this Resolution.
That the Clerk of said City be, and he is hereby direct-
ed to cause this Resolution of Intention to be published
twice in the National City News, atx&'p7rl�r Newspaper published
and circulated in said- city,. and hereby designated for that
purpose by the Council.
That the Clerk of said City be, and is hereby directed
to mail notice of the adoption of this Resolution of Intention,
postagesprepaid, to all persons owning real property proposed

such roll, and to any person, whether owner in fee or having
a lien upon, or legal or equitable interest in any land within
said proposed district, who hasfiled his name and address and
the designation of the land in which he is interested with the

by-law.
The Clerk of said City, shall uoon completion.of the mail-
ing of said notices, file with the City Council an affidavit
setting forth time and manner of the complieance with the above
requirements for mailing such notices.
That the Superintendent of Streets of said City shall,
after the adoption of this Resolution of Intention, cause to be
conspicuously posted along the l

is only upon an entire or crossing
thereof intersection, or any part
he shall cause such notices to be conspicuously posted
in front.of each quarter block or irregular block liable to be
assessed, and when the work is chargeable upon a district, he
shall cause such notices to be conspicuouslyr posted upon all
open streets within such district at not morel than three hundred
feet in distance apart on each street so posted; all in the
time, form and manner required by law; and thereupon said City
Engineer shall cause to be -filed in the office of the City
Clerk of said City, an affidavit showing the posting of said
notices of improvement.
All of the herein proposed work shall be done in pursuance
of an Act of the Legislature of the State of California, desig-
nated as the "Improvement Act of T�
