NATIONAL CITY LIGHTING DISTRICT NO. 1
RESOLVED THAT it is the intention of the City Council of the
City of National City, California,to order the following work to be
done and improvement to be made in said City, to -wit:
The furnishing of electric current for the lighting of the
following streets in the City of National dity, California, to -wits
NATIONAL AVENUE, in said City, between the southerly curb line
of Fifth Street and the northerly curb line of Tenth Street;
Eighth Street, in said City, between a line parallel to and 10
feet westerly from the westerly line of National Avenue and the
westerly curb line of A Avenue;
Together with the maintenance of the posts, wires, conduits
and lamps on the aforesaid streets, between the points hereinbefore
mentioned.
Such furnishing of electric current and such maintenance of
appliances shall be for the period of one year from and after
August 1, 1946 to -wit: to and including July 31, 1947.
Said work of improvements shall be done in all respects ac-
cording to, and at the places shown by, and of the materials pro-
vided for, in the plans and specification therefor to be hereafter
furnished by the City Engineer of said City and filed with this
ity Council, as hereinafter set forth.
That the exterior boundaries of the district in said City of
ational City to be benefited by said improvement, and to be
ssessed to pay the costs and expenses thereof, and to be known as
he assessment district, are hereby specified as follows, to -wit:
Beginning at a point on the centerline of Fifth Street which
s 100 feet westerly from the westerly line of National Avenue;
hence easterly along the center line of Fifth Street to a point
25 feet easterly from the easterly line of National Avenue; thence
outherly on a line parallel to and distant 125 feet easterly

southerly line of Seventh Street; thence easterly to the north-
esterly corner of Lot 7, Block 1, T. Parson's Addition, Map No.
7; thence easterly along the northerly line of said Lot 7, and
long said line produced easterly to the intersection of said line

1 produced to the intersection of said line with the center line of
2 Fifth Street, the point of beginning, excepting therefrom all publi
3 streets, roads, alleys, avenues and highways. Map Numbers referred
4 to herein are record numbers of maps on file in the office of the
5 County Recorder of said San Diego County, California.
6 It is hereby declared and determined that any lots, pieces, o:
7 parcels of land belonging to the United States or to the State of
8 California, or any lot, piece or parcel of land belonging to the
9 County of San Diego or to the City of National City, School Board,
10 or educational institution, and being in use in the performance of
any public function, and which is included within the said assess-
12 went district, shall be omitted of said improvement, and that the
13 costs and expenses of said improvement shall be assessed on the
14 remaining lots and lands within said assessment district without
15 regard to the omitted lots, parcels or pieces of land.
16 Said City Council does hereby order that 50% of the costs and
17 expenses of said improvements of furnishing electric current and
18 maintenance of appliances shall be paid out of the Treasury of said
19 City, from the General Fund of said City, and that 50% of the costs
20 and expenses of furnishing said electric current and maintenance of
21 appliances shall be assessed upon the said district hereinbefore
22 described.
23 ThAt the proposed improvement is hereby referred to the City
24 Engineer of said City who is hereby directed to cause to be made
25 and filed with the Clerk of said City Council, a report, in wliting
26 presenting the following:
27 1. Plans and specifications for the work required in order
28 to make said improvements.
29 2. An estimate of the cost of said improvement and of the
30 incidental expenses in connection therewith;
31 3. A diagram showing the district above referred to, and
32 also the boundaries and dimensions of the respective subdivisions

of the land within said district, each of which subdivision shall
be given a separate number in red ink upon said diagram.
4. A proposed assessment of the total amount of the costs and
expenses of the proposed improvement upon the several subdivisions
of land in said district in proportion to the estimated benefits to
be received by such sub -divisions, respectively, from said improve-
7 ment; provided, that whenever any portion or percentage of the cost

and expenses of such improvement is ordered to be paid out of the
treasury of the municipality, as hereinabove provided, the amount
of such portion of percentage shall first be deducted from the
total estimated cost and expenses of such improvement, and the
assessment upon property proposed in said report, shall include
13 only the remainder of said estimated costs and expenses. Said ass-
14 essment shall refer to such subdivision upon said diagram by the
15 respective red ink numbers thereof, and shall show the names of
16 the owners, if known, otherwise designating them as unknown. No
17 mistakes in the name of the owner of any parcel of land shall
18 effect the validity of the assessment thereon.
19 This proceeding shall be disignated as National City Lighting
20 District No. 1.
21 That said improvement is to be made pursuant to and under the
22 provisions of an Act of the Legislature of the State of California,
23 entitled, "An Act to provide for the acquisition, installation,
24 construction, reconstruction, extension, repair and maintenance by
25 municipalities of waterworks, electric power works, gas works,
26 lighting works and other public works and utilities; for the ass-
27 essment of the costs and expenses thereof upon the property benefit-
28 ed; and for the issuance of improvement bonds to represent such
29 assessments, and to repeal an act entitled, "An Act to provide
30 for the lighting of public streets, lanes, alleys, courts and
31 places in municipalities, and for the assessment of the costs and
32 expenses thereof upon the property benefited thereby, "approved
June 6, 1913, Statutes 1913, Page 421.
PASSED AND ADOPTED by the City Council ofthe City of National City, California, this
day of June 1 19 46 , by the following vote, to -wit:

NAYS: Councilmen Norte
