This is the last apportionment of this revenue to be made in the current fiscal year. The amount of the present payment, as you have undoubtedly noted, is substantially lower than payments received in former fiscal years at the corresponding time. The basis for this difference is the change in the method of apportionment of these revenues, which was adopted by the 1945 Legislature in Chapter 1020, Statutes of 1945- Prior to the adoption of this new statute, apportionment of these fees was made by the Department of Motor Vehicles on the basis of moneys received by that Department in the nine months ended March 31 of each year. The new statute requires that the apportionment be made by the State Controller on the basis of moneys which are placed in the State Treasury on or before March 31 of each year. Because of the tremendous volume of re -registrations of motor vehicles handled each year by the Department of Motor Vehicles during the re -registration period, it is not possible for that Department completely to clear into the State Treasury prior to March 31, all of the collections from the re -registration period. Usually, the last of these collections is not funded in the State Treasury until some time in May. It is expected that the revenue from this source deposited in the Treasury during the entire present fiscal year will approximate $15,800,000, Revenue included in the apportionment just completed was approximately 0400,000. This leaves 46,700,000 to be deposited in the State Treasury in the quarter to end June 30. From this amount will be deducted approximately w600,000 for the support of the Motor Vehicle License Fee Division of the Department of Motor Vehicles for the next fiscal year. Thus, there will be available for appor- tionment in July, $6,100,000, of which 406 is distributed to cities City Councils Page 2 May 6, 1946 in the ratio of their population. This amount is slightly in ex- cess of the ";2,349,800 which was distributed to cities in the recent apportionment. Therefore, it is expected that cities will receive in the next July payment, approximately the same amount as was dis- tributed in the recent apportionment. As a result of these changes, the apportionment of fees which will be made in July in future fiscal years, and which covers revenue deposited in the State Treasury in the quarter ended the preceding June 30, will be very much greater than the apportionments formerly made in July; and future April apportionments will be cor- respondingly smaller.
