RESOLUTION NO. 4160
WHEREAS, during the past five years the Fed -
Government has assumed the greater share in the cost
of government due to the War, resulting in the State being
relieved of many of its normal obligations and that by
reason thereof the State has acquired large cash surplus;
and
WHEREAS, cities in the State of California are
faced with considerable loss of revenue due to the follow-
ing causes:
(a) Property being acquired by the Federal
Government and hence being removed from
the tax rolls;
(b) The State of California granting addition-
al exemptions resulting in a loss of ad
valorem taxes to the municipalities;
(c)
Many counties using an inadequate formula
for determining the assessed valuation of
property, both real andpersonal; and
WHEREAS, as a result thereof, municipalities
have been confronted with the unsurrnountable tast of meeting
the costs of municipal government and have, as a result,
been forced to seek other sources of revenue in addition to
ad valorem tax on real and personal property; and
WHEREAS, numberous California cities have found
it necessary to impose a municipal sales tax to meet the
obligations of city governments and to balance their budgets;
and
WHEREAS, the imposition of such sales taxes has
resulted in confusion and is burdensome to the business man
as well as to the consumer; and
WHEREAS, the cities of San Diego County have a
justifiable concern over the appropriation of State sales
tax moneys;

NO'vN, THEREFORE;
BE IT RESOLVED that the City of National City
enlists the aid of the state Legislators and the senate
and assembly, looking to the adoption of legislation at
the next session of the State Legislature that will place
on the ballot the proposition to amend the Constitution of
-he State of California which would return to the counties
and municipalities a sum of one-half of one per cent of the
gross receipts which are subject to the California Sales
and Use Tax collected by the State to be pro -rated as to
contribution and to be used for county and municipal pur-
poses,

Gentlemen:
Enclosed herewith is draft of a Resolution which I presented at a
meeting of the San Diego Division of the League -of -California Cities,
Friday evening, July 19, in the City of El Cajon, and'which was
unanimously adopted at that Meeting.
It is generally conceded that this Resolution is constructive -- that
the political subdivisions contributing to the State Sales Tax are
justified in asking that a reasonable return be made to them on the
basis of their share to the State. A resolution passed by your Body
would, without question, be of material help in convincing the various
authorities that we feel this rdturn to be justifiable.
I trust that your Body may see fit to pass a resolution worded as it
sees fit but carrying out the principle of the enclosed resolution
which is, in fact, a request that the People be given an opportunity to
vote whether or not the counties and municipalities should have re-
turned to them by the State one-half of one oe t of the State Sales Tax,
to be used for county and municipal purposes.
