HomeMy WebLinkAboutCC RESO 3095RESOLUTION 3095 BE IT RESOLVED by the City council of the City of National City, California, That the operation of the Federal Community Building be continued through March 31, 1946 in conjunction with the Federal Government. That the City shall contribute the sum of ,t 600.00 towards it's operation. That the operation of said building shall be on the same basis as it has heretofore been operated. Be it further resolved that, the following staff be appointed together with monthly respective salaries following each name: A. Loretta Snell, Supervisor, 4180.00; Mae Douglas, 4140.00; Muriel Dacus, 140.00; Full time employment. Fritz Recreation Services or National City City of National City National City, California Dear Mayor Fritz: Reference is made to yoer letter of January 4 relative to the subject application. As you know, the Lanham Act was a wartime measure enacted to make funds available to assist cemeunities in war congested areas in carrying on needed community services. Appropriations made by Congress for this purpose were based on the understanding that such assistance would be terminated when the service was no longer needed for war production. Therefore, with the surrender of Japan, this Agency started to effect an orderly termination of assistance to communities. In the majority of communities where civilian recreation projects were in operation, Federal financial assistance was discontinued on October 31, 1945. However, in a very few localities were time was needed, funds were made, avail- able until December 31, 1945, in order to give the cormunities a few more months to arrange for local financing. At the present time no Lanham Act funds are available for any phase of civilian recreation programs. - Federal financial assistance to Parch 31, 1946 is being continued for communities where the military impact has not lessened and, local funds are in- sufficient to provide the needed services for members of the armed forces. We have no objection whatsoever to your conducting a recreational program for Veteran's groups --provided the entire cost for such a program is paid from local funds over end above the amount which leas been pledged for the operation of the servicemen's program. In other words, we believe that the responsibility for providing recreational activities for civilians (including veterans) during the postuar period is not Within:_the scope ofethe Lankam Act.
