She is to receive as compensation $10 per employee employed under the Civil Service Ordinance. Deputy C- ,3/ a- e_ //, S-/ O fdae//6s DORIS HANEY JONES ADMINISTRATIVE CONSULTANT SOS SOUTH HILL STREET LOS ANGELES 14, CALIFORNIA VANOIKE 7165 December 10, 1945 City Council and Civil Service Commission National City, California Gentlemen: This will confirm our conversation concerning services which I propose to render National City in the installation of the Civil Service System, together with contract price for such installa- tion. my service as to installation include the following: 1. Preparation of rules for the Civil Service Commission. 2. Survey of the duties of all employees included in the classified service; the survey to include a questionairre inquiry form and desk audit of each job. 3. The preparation of job specifications and the position classification plan as required by the Civil Service Ordinance. 4. The preparation of forms necessary to operate the Civil Service System, including the personnel card for each employee. 5. The preparation'of five basic examinations, the parti- cular titles to be finally determined by the Civil Service Commission. Suggested five examinations - patrolman, hoseman, stenographic clerk, maintenance laborer, and truck driver. During the installation I agree to spend sufficient amount of time in National City to carry out all of the above and, in addition, to instruct the personnel clerk in both the installation and its operation. It mill be necessary for the Civil Service Commission and City Council to meet jointly to discuss the rules and to have a subsequent joint meet- ing for the establishment of the position classification plan. The total cost for this installation is made at the rate of $10.00 per employee, making a total of $600.00 for the contract. It is estimated that the installation will probably take sixty days from the date of beginning until it is completed. It is possible that the employees of National City may cooperate so well, and the , Page No. 2 Civil Service Commission and the City Council be able to spend a sufficient time that this can be an even less span of time. In addi- tion to my services, the contract fee includes the services of my staff in my Los Aeles office and the preparation of material having to do'with the installation. This contract does not include a salary survey nor the pre paration and establishment of a salary plan. If the City Council should want such a plan prepared, it would entail an additional cost of $3p0.00. Such additional examinations that the Civil Service Com- mission may require can be prepared at a fee per examination in the event that there are vacancies which must be filled immediately.
