HomeMy WebLinkAboutCC RESO 2937RESOLUTION NO. 2937 BE IT RESOLVED by the City Council of the City of National City, that the City enter into an agreement with the Federal Public Housing Authority to furnish fire and police protection, and sewer services, to that portion of Olivewood project, Cal-4678,outside of the present city limits of National City, in a manner provided by it to similar private property located with the city limits, at the rate of $700.00 per annum. Honorable Gilbert E. Fritz Miayor National City San Diego County, Calif. Dear Sir: Representatives of this office recently conferred with City Clerk Frank W. Rogers, and City Attorney Jean D. Rattele, of your city, concerning that portion of our housing pro- ject Cal-4678, Olivewood, which is located adjacent to and outside of your city boundaries. The question of annexation of the outside portion of this project to National City was discussed; and our Legal Division is now corresponding with your City Attorney Rattele as to procedures involved. We wish to call your attention to the importance of expediting the annexation proceedings in order that the City may be assured of payments in lieu of taxes on this area for the fiscal year 1946-47. Pending the annexation of the outside area of Olivewood Pro- ject,Cal-4678, to National City,. the Government is willing to enter into an Agreement with the City for fire and police protection and sewer services to the said area; said Agree- ment to be effective as of July 1, 1945 and to continue until such time as the annexation of the said area becomes effective for payments in lieu of taxes. A survey and analysis of the fire and police protection and sewer services proposed to be provided by the City of National City has been made by this office. Consideration has been given to the annual budgets (1944-45) of the Fire, Police and Sewer Departments; personnel and equipment of the departments; the entire City budget; the total tax rate and that portion of the tax rate applicable to the three departments; total assessed valuations of property within the National City bound- arties and the otherwise assessable valuation of that portion Gilbert E. Fritz 2 July 26, 1945 of Olivewood project outside of the city boundaries; relative population; total annual number of fire alarms responded to within the city limits and to Olivewood pro- ject (outside); the degree of fire and police protection to be expected to Olivewood project (outside) compared with protection and services received by property located inside of the city boundaries; etc, etc. As a result of the surveys and analysis above referred to, the Government herewith commits itself to enter into an Agreement with the City of National City, effective July 1, 1945, upon the following terms and conditions: 1. The City shall furnish fire and police protection, and sewer services, to that portion of Olivewood project, Cal-4678, outside of the present city limits of National City, in a manner fully compar- able to fire and police protection, and sewer ser- vices, provided by it to similar private property located within the city limits. 2. The Government shall pay the City of National City at the rate of $700.00 per annum; payable semi- annually, in arrears, on December 31 and Jnne 30, respectively, of each fiscal year. If the terms and conditions, as above enumerated, meet with the approval of your City Council, it will be appreciated if you will so notify this office. Upon receipt of such notice, a: form of contract will be prepared by our Legal Division and submitted to you for review by your City Attor- ney, and execution by the City, if approved.
