A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA,
APPROVING A TENTATIVE SUBDIVISION MAP FOR
14 SINGLE FAMILY RESIDENTIAL LOTS ON APPROXIMA'LELY
2.4 ACRES LCCAIED ON THE SOUTH SIDE OF 16TH STREET
140 TO 400 1'i1' WEST OF LANOITAN AVENUE.

WHEREAS, an application was suhnitted for a tentative subdivision map
consisting of 14 lots on 2.4 acres on property generally described as being a
subdivision of a portion of the northwest quarter of Quarter Section 107 of
Rancho de La Nacion, in the City of National City, in the County of San Diego,
State of California, according to map thereof No. 166, filed on the Office of
the County Recorder of San Diego County, Assessor Parcel No. 558-18-03.
WHEREAS, the Planning Commission of the City of National City considered
said application, and proposed Negative Declaration No. IS-87-44 at a public
hearing held on October 3, 1988, and by Resolution recarmended conditional
approval of the application and,
WHEREAS, the City Council of the City of Naitonal City considered said
application and proposed Negative Declaration No. IS-87-44, at a public hearing
held on November 22, 1988 at which time the City Council considered oral and
documentary evidence, as well as the record of the proceedings before the
Planning Commission, and the entire contents of Case File Nos. S-2-87 and IS-87-
44, which are incoLpxrated herein by reference; and
WHEREAS, this action is taken pursuant to all applicable procedures
required by State Law and City Ordinances; and,
WHEREAS, the action hereby taken is found to be essential for the
preservation of the public health, safety and general welfare.
NOW THEREFORE, BE IT RESOLVED that the City Council has considered the
proposed Negative Declaration together with any comments received during the
public review process and all evidence and testimony presented at the hearing
and finds that on the basis of the Initial Study and any comments received that
there is no substantial evidence that the project will have a significant effect
on the environment, approves the proposed Negative Declaration, and authorizes
the filing of a Notice of Determination;
BE IT FURTHER RESOLVED by the City Council of the City of Naitonal City
that it hereby approves the tentative map for 14 single-family residential lots,
Exhibit A, second revision, Case File No. S-2-87, dated September 29, 1988,
based on the following findings:
1. The proposed suhlivision, together with the provisions for its design and
improvements is consistent with the General Plan, since all proposed lots
exceed 5,000 square feet in area, consistent with the RS-2 land use
designation.
2. The proposed map is consistent with applicable general and specific plans,
since all lots exceed 5,000 square feet in area and there is no applicable
specific plan.
3. The site is physically suitable for the proposed single-family residential
type of development, since grading and flood control improvements will
provide suitable residential building sites and the proposed street pattern
will provide suitable access.
4. The site is physically suitable for the proposed density of development,
since the site contains a total land area of 2.39 acres and grading will
provide suitable residential building sites for development at a density of
7 units per acre.
5. The design of the subdivision or the proposed improvements are not likely
to cause substantial environmental damage or substantially and avoidably
injure fish or wildlife or their habitat, since the site does not contain
significant vegetation or provide fish or wildlife habitat.
6. The design of the subdivision or the type of improvements are not likely to
cause serious public health problems, since all necessary public services
will be provided.
7. The design of the subdivision or the type of improvements will not conflict
with easements, acquired by the public at large, for access through or use
of property within the proposed subdivision, since no such easements are
are located on the site.
8. The discharge of sewerage waste from the subdivision into the City of
National City sewer system will not result in violation of existing
requirements prescribed by the California Regional Water Quality Control
Board pursuant to Division 7 (commencing with Section 13000) of the Water
code, as specified by Government Code Section 66474.6.
9. The subdivision has been considered by the Planning Commission with regard
to its effect on the housing needs of the region, and these needs are
balanced by the public service needs of the residents and available fiscal
and environmental resources.
10. The design of the subdivision provides to the extent feasible, for future
passive and natural heating and cooling opportunities in the subdivision,
based on consideration to local climate, contour, property configuration
and other design and improvement requirements without requiring reduction
in allowable density or lot coverage.
11. Exceptions are granted for a 50-foot wide street right-of-way (40-foot wide
travel way) in lieu of 60-foot wide street right-of-way, and a 17-foot
front yard setback on Lots 1 and 2 in lieu of 20-feet, and a 3-foot side
yard setback on Lot 12 in lieu of 5-feet, based on the following findings:
The property to be divided is affected by such topographic conditions that
it is impracticable in this particular case to conform fully to the
subdivision requirements; and
The exceptions will not be detrimental to the public health, safety, or
welfare, or be detrimental to the use of other properties in the vicinity;
and
Granting of the exceptions is in accordance with the intent and purposes of
this title, and is consistent with the General Plan and with all applicable
specific plans or other plans of the City, since they will improve
opportunities for home -ownership on the site.
BE IT FURTHER RESOLVED, that based on the findings hereinbefore stated,
said tentative subdivision map for 14 single-family residential lots, Exhibit A,
second revision, Case File No. S-2-87, dated September 29, 1988, is hereby
approved subject to the following conditions:
1. Final Map shall abide by all requirements of the Subdivision Map Act and
the National City Municipal Code, including certificates, acknowledgments,
and complete boundary information, including monumentation.
2. Prior to approval of the Final Map, the following shall be submitted to and
approved by the City Engineer:
a. A soils report addressing cut slopes, bearing pressures of soil and
stability of slopes, and structural street sections.
b. Structural calculations for the proposed crib walls.
c. Street improvement plans and final grading plans. These plans shall
include street cross -sections, curbs and centerline profiles, cul-de-
sac details, drainage details and profiles, sewer lines and profiles,
crib wall profiles, driveways to each lot and earthwork quantities.
These plans shall be prepared by a registered civil engineer.
d. Hydraulic calculations for the proposed grading and street
improvements. The calculations shall include the following items:
1. The existing brow ditch flow coming into the southwest corner of
the subdivision.
2. The flow from the existing 42-inch RCP at the southeast corner of
the subdivision.
3. The flow from the existing 42-inch RCP on Lanoitan Avenue at the
northwest end of the subdivision.
3. All public improvements shall be per San Diego Regional Standard Drawings
1986 edition and the standard specifications for public works construction
1985 edition.
4. All utilities shall be underground in a trench behind the curb.
Underground cable for T.V. shall be provided.
5. Three street lights shall be installed at the locations shown on the plans
by the developer, using a design approved by the City and San Diego Gas and
Electric Company.
6. The developer shall enter into an agreement to install the monumentations
and all other improvements listed above prior to the final map approval.
7. Cul-de-sac radius shall be increased to 43-feet or no parking signs
installed and curbs within the cul-de-sac painted red.
8. Morning Breeze Circle shall be designated as Morning Breeze Lane on the
Final Map.
9. The proposed fire hydrant shall be relocated 30-feet west of the location
shown on the tentative map.
10. The required fire flow for this project will be 1,500 gpm for 2-hours at a
minimum 20-psi.
11. The proposed street between the easterly line of this subdivision and
Lanoitan Avenue shall be dedicated for public street purposes and evidence
that said street will be improved to City standards at a right-of-way width
of 50 feet with the improvement of this subdivision, shall be provided
prior to approval of the Final Map.
12. Maximum slope grade within the project boundary shall be 2 (horizontal) to
1 (vertical).
13. A detailed landscape/irrigation plan shall be prepared for the entire
subdivision by a California Registered Landscape Architect and shall be
approved by the Director of Planning prior to approval of the Final Map.
a. Landscape/irrigation plan showing installation of erosion retardant
materials on all slopes shall be submitted for approval by the
Director of Planning prior to issuance of a grading permit for the

b. All erosion retardant landscaping shall be installed at the time the
site is graded.
c. A street tree plan shall be submitted in conjunction with the
landscape plan. Street trees shall be installed in accordance with
the approved street tree plan.
d. The Final MSap for this subdivision shall not be approved until an
agreement between the developer and the City for the completion of
landscape/irrigation required herein, and maintenance for a period of
at least one-year, with suitable security, has been accepted by the
City.
14. Each parcel shall have a minimum size of 5,000 square feet.
15. The subdivider shall submit a letter to the Sweetwater Authority stating
fire flow requirements and shall enter into an agreement for water facility
improvements with the Authority prior to approval of the Final Map.
16. The approval of the tentative (parcel) reap expires 2 years after adoption
of the Resolution of approval at 5:00 p.m. unless prior to the date a
request for time extension not exceeding an additional three years has been
filed as provided by Section 66452.6 (e) of the California Government Code.
17. Development of Lots 7 and 11 shall be contingent upon all vehicles being
able to enter and leave the propoerty traveling in a forward direction.
BE IT FURTHER RESOLVED that copies of this Resolution be transmitted
forthwith to the applicant and to the City Council.
BE IT FURTHER RESOLVED that this action will become final and effective on
the date of its adoption. The time within which judicial review of this
decision may be sought is governed by the provisions of Code of Civil Procedures
Section 1094.6.
