A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA
ADOPTING AN A mil, m TO THE GENERAL PLAN.
(CASE FTT.F, NOS. GP-2-88/ZC-2-88
GP-6-88/ZC-5-88, GP-7-88/ZC-4-88, and
GP-5-88/ZC-3-88)
the City Council considered the recommendation and findings
of the Planning Catmission for approval of an amendment to the General Plan
to change the land use designations on the Canbined General Plan/Zoning
Map, along with evidence and testimony presented at the duly advertised
public hearing held by the City Council on December 13, 1988; and,
WHEREAS, the Planning Commission and City Council have caused and duly
held studies and proceedings for the timely amendment to the General Plan
of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of
the Government Code of the State of California; and,
I.
the Planning Commission at a duly advertised public hearing
held on September 19, 1988 considered the proposed amendment to the General
Plan of the City of National City, along with all evidence and testimony
presented at said hearing, and along with the proposed Negative Declaration
together with any comments received; and,
WHEREAS, the City Council recognizes the need and desirability to
conduct reviews of, and consider amendments to, the General Plan to
accommodate the changing needs of the community;
NOW, THEREFORE BE IT RESOLVED that the City Council has considered the
proposed Negative Declarations together with any comments received during
the public review process and all evidence and testimony presented at the
hearing and finds that on the basis of the Initial Studies and any comments
received that there is no substantial evidence that the amendment will have
a significant effect on the environment, approves the proposed Negative
Declarations, and authorizes the filing of Notices of Determination.
BE IT FURTHER RESOLVED that the City Council finds that the public
necessity, general welfare, convenience, and sound planning principles
require the proposed General Plan amendment, as described in the reports
prepared by staff for the proposed amendment.
BE IT FURTHER RESOLVED that the City Council hereby amends the
designations on the Combined General Plan/Zoning Map as follows:

A. From CL, Limited Commercial; CG-PD, General Commercial -Planned
Development; RM-1-PD, Multi -Family Extendable Residential -Planned
Development; and IP, Private Institutional; to IP-PD, Private
Institutional -Planned Development, for approximately 70 acres in the
vicinity of Paradise Valley Hospital, in the area described as
follows: south side of 4th Street, from approximately 50 feet west of
Euclid Avenue to 300 feet west of Harbison Avenue; east side of Euclid
Avenue between 4th and 8th Streets; the north side of 8th Street,
between Euclid Avenue and Burden Drive; the north side of 7th Street,
from Burden Drive to approximately 205 feet east of Burden Drive; the
area south of 5th Street, west of Euclid Avenue, east of V Avenue and
north of 8th Street (excluding a parcel in the RT zone, on the south
side of 5th Street, approximately 227 to 302 ft. east of V Avenue);
the area between 7th and 8th Streets, from V Avenue to approximately
330 feet west of V Avenue; the area south of 8th Street from
approximately 150 feet east of V Avenue to Euclid Avenue, and
extending south to approximately 600 feet south of 8th Street; as
further described by case file exhibit (GP-2-88/ZC-2-88) attached
hereto as Exhibit "A"; and
B. Fruit CG, General Commercial, to RT, Two -Family Residential, for
approximately 3.4 acres south of 18th Street, east of D Avenue and
west of G Avenue, as further described by case file exhibit (GP-6-
88/ZC-5-88) attached hereto as Exhibit "B"; and
C. From GP-PZ (RS-2), General Plan-Prezone (Single -Family Residential),
to GP-PZ (CG-PD), General Plan-Prezone (General Commercial -Planned
Development), for approximately 1.2 acres in the area easterly of
Sweetwater Plaza shopping center west of Prospect Street (2830, 2838,
2852 and 2864 Prospect Street, and rear portions of 2818 Prospect
Street and 2827 Grove Street), as further described by case file
exhibit (GP-7-88/ZC-4-88) attached hereto as Exhibit "C"; and
D. From CG General Commercial, to IC -OS, Civic Institutional -Open Space,
for approximately 1.73 acres at the southwest corner of 12th Street
and D Avenue, as further described by case file exhibit (GP-5-88/ZC-3-
88) attached hereto as Exhibit "D".
PASSED AND ADOPTED this 20th day of December, 1988.
