RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
WAIVING THE FORMAL BID PROCESS PURSUANT TO NATIONAL CITY
MUNICIPAL CODE CHAPTER 2.60.260 TO PIGGYBACK THE CALiFORMA
DEPARTMENT OF GENERAL SERVICES CONTRACT NO. 1-12-23-14
FOR THE PURCHASE AND BUILD -OUT OF FIVE (5) FULLY -EQUIPPED
EMERGENCY POLICE VEHICLES FROM FOLSOM LAKE FORD IN
THE AMOUNT OF $246,969.33, AND WAIVING THE BID PROCESS
PURSUANT TO MUNICIPAL CODE SECTION 2.60.220 (B) AND (C)
FOR THE PURCHASE OF FIVE (5) POLICE RADIOS TO BE PURCHASED
FROM THE REGIONAL COMMUNICATIONS SYSTEM (RCS) SOLE SOURCE,
VENDOR MOTOROLA SOLUTIONS, INC., IN THE AMOUNT OF $19,620.26,
FOR A TOTAL COST OF THE PURCHASE, BUILD OUT, AND RADIOS OF
THE FIVE (5) VEHICLES FOR THE NOT TO EXCEED AMOUNT OF $266,589.59
WHEREAS, the Fiscal Year 14 budget for the City of National City included funds to
purchase four (4) fully outfitted marked police vehicles for the Police Department that will ensure that
the Police Department has the resources to complete its approved missions, operations, and to
replace worn out equipment; and
WHEREAS, an additional fully outfitted marked police vehicle is being included in this
purchase to replace a police vehicles that was recently involved in a traffic collision and was a total
loss, bringing the total number of police vehicles being purchased to five (5); and
WHEREAS, because the local Ford dealer does not bid on fully -equipped marked
police vehicles, it is requested that the City Council waive the formal bidding requirements as
allowed in Section 2.60.260 of the Municipal Code, and authorize the City to piggyback the California
Department of General Services Contract (No. 1-12-23-14, Supplement 1) with Folsom Lake Ford,
who will subcontract with Lehr Auto Electric & Emergency Equipment for the build -out and up -fitting
of the emergency police vehicles; and
WHEREAS, the purchase of the vehicles alone is for an amount not to avroa,a
$246,969.33; and
WHEREAS, to be purchased separately for the not to exceed amount of $19,520.26,
will be five (5) police radios from Motorola Solutions, inc., to be installed in the police emergency
vehicles that are compatible with the San Diego County Regional Communications System (RCS)
through the RCS discounted pricing from San Diego County RCS Contract No. 548289; and
WHEREAS, the police radios must be compatible with the regional system, and the
sole vendor capable of such compatibility is Motorola Solutions, Inc.; and
WHEREAS, the total amount for the purchase of the vehicles and radios is the not to
exceed amount of $266,589.59.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby authorizes waiving the formal bid process pursuant to National City
Municipal Code chapter 2.60.260 to piggyback the California Department of General Services
Contract No. 1-12-23-14 for the purchase and build -out of five (5) fully -equipped police from
Folsom Lake Ford in the not to exceed amount of $246,969.33.

BE I RESOLVED that the City Council authorizes waiving the bid process
pursuant to Municipal Code section 2.60.220 (b) and (c) for the purchase of five (5) police radios
to be purchased from the Regional Communications System (RCS) sole source vendor,
Motorola Solutions, Inc., in the not to exceed amount of $19,620.26, for a total cost of the
purchase, build out, and radios for the five (5) vehicles for the not to exceed amount of
$266,589.59.
