HomeMy WebLinkAboutCC RESO 2014-174RESOLUTION NO. 2014 —174 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AWARDING A CONTRACT TO FORDYCE CONSTRUCTION, INC., IN THE NOT -TO -EXCEED AMOUNT OF $128,200 TO COMPLETE ALL LINE ITEMS OF WORK INCLl QED IN THE RASE BID AND ALTERNATE BID "A" FOR THE NATIONAL CITY MORGAN TOWER REPAIRS AND CITY HALL REMODEL PROJECT, AUTHORIZING A 25°I° CONTINGENCY IN THE AMOUNT OF $32,050.00 FOR ANY UNFORESEEN CHANGES, AND AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT WHEREAS, National City's Morgan Tower Repairs and City Hall Remodel Project, CIP No. 14-04, consists of the replacement of a walk-in refrigerator, replacernent of a roof -mounted HVAC Unit, and installation of a dishwasher roof utility fan at the George H. Waters Nutrition Center located at 1415 "D" Avenue; and WHEREAS, the project also proposes improvements to the second floor lobby at City Hall, which include the demolition of the wail separating the existing lobby from an adjoining office space, construction of a new wall to expand the existing office space, installation of a glass window with pass through access, and construction of an ADA compliant workspace; and WHEREAS, on September 19, 2014, the bid solicitation was advertised in local newspapers and posted on the City's website requesting pricing for base bid line items of work plus two altemate bid items; and WHEREAS, Alternate Bids "A" and "B" are for different types of glass for the reception area window as part of the City Hall lobby remodel. The lowest responsive bidder shall be determined by comparing the sum of the base bid amounts with that of ail alternate bids of bidders deemed to be responsive in all other aspects. WHEREAS, SD&B Construction was the apparent low bidder with a total bid amount (Base Bid plus Alternate Bids "A" and "B") of $126,870.00. After reviewing SD&B Construction's hid proposal, their bid was deemed "'non -responsive" since a unit price was not provided for Alternate Bid "A"; and WHEREAS, Fordyce Construction, Inc., was the second apparent low bidder with a total bid amount of $130,700; and WHEREAS, upon review of all documents submitted and reference checks, Fordyce Construction's bid is responsive, and they are the lowest responsible bidder qualified to complete all line items of work included in the base bid and Alternate Bid "A" for the Morgan Tower Repairs and City Hail Remodel Project; and WHEREAS, a 25% contingency amount up to $32,050 for any unforeseen changes to the Project is requested. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby awards the contract for the Morgan Tower Repairs and City Hall Remodel Project to the lowest responsive, responsible bidder, to wit: FORDYCE CONSTRUCTION, INC. Resolution No. 2014 —174 Page Two BE IT FURTHER RESOLVED by the City Council of the City of Nationai City that the Mayor is hereby authorized to execute on behalf of the City a contract in the amount of $128,200 with Fordyce Construction, Inc., for the Morgan Tower Repairs and City Hall Remodel Project. Said contract is on file in the office of the City Clerk. BE IT FURTHER RESOLVED that the City Council hereby authorizes a 25% contingency amount up to $32,050 for unforeseen changes to the Project.
