HomeMy WebLinkAboutCC RESO 2014-180RESOLUTION NO. 2014 —180 RESOLU T JON OF THE CITY COUNCIL'+OF THE CITY OF NATIONAL CITY WAIVING THE FORMAL BID PROCESS PURSUANT TO SEC T ION 2.0.110(B) OF THE NATIONAL CITY MI.JNJC;PAL CODE, AND AUTHOR/ZING THE PURCHASE FROM TRITECH SOFTWARE SYSTEMS, INFORM MOBILE MDC SOFTWARE IN THE TOTAL NOT -TO -EXCEED AMOUNT OF $64,628.00 WHEREAS, Mobile Data Computers ("MDC') are ruggedized computer terminals installed in emergency response vehicles to relay real-time data to first responders in the field; and WHEREAS, the MDC terminals currently in National City Police vehicles utilize special software (Motorola Premier MDC) that enables police officers to receive calls for service from dispatchers via the Tritech Computer Aided Dispatch (CAD) System; and WHEREAS, the Motorola Premier MDC software is due for upgrade because it is only supported by an older Windows XP operating system, which is no longer supported by Microsoft Corporation; and WHEREAS, Tritech Inform Mobile Software is the recommended replacement software for the iviobiJe Data Computer (MDC) terminals because it is designed specifically to interface with the Tritech Computer Aided Dispatch System currently in use by National City Police Department; and WHEREAS, the Tritech Inform Mobile Software will reduce the complexity of troubleshooting issues between the MDC Terminals and the CAD system by removing an additional vendor (Motorola) application interface layer; and WHEREAS, the annual support cost for Motorola Premier MDC is $27,660, and the annual support cost for the Tritech Inform Mobile is $4,950, a significant annual support cost savings; and WHEREAS, staff recommends procurement of the Tritech inform i+hobiie Software to reduce annual support costs and improve Mobile Data Computer terminal System integration with the Computer Aided Dispatch (CAD) System. WHEREAS, it is requested that the City Council waive the formal bidding requirements as allowed in Chapter 2.60.110(B) of the Municipal Code, and award the purchase of AT&T LTE Broadband Modems to Tritech Software Systems because a delay would unduly jeopardize efficient operation of Mobile Data Computer systems, the price has been determined to be competitive within the industry, and no further purpose would be served by issuing a formal bid at this point in the process. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby affirms the determination that delaying the purchase of AT&T LTE Broadband iviodems for Police Mobile Data Computers would unduly impair or jeopardize the City's ability to efficiently operate its data management systems, and pursuant to Section 2.60.160 of the Municipal Code, authorizes the waiver of the bidding process, for the purchase of the modems from PCS Mobile of for an arnount not to exceed $49,500.00.
