HomeMy WebLinkAboutCC RESO 2016-24• RESOLUTION NO. 2016 — 24 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE COOPERATIVE PURCHASE OF 8 FULLY BUILT -OUT POLICE VEHICLES FROM FOLSOM LAKE FORD IN AN AMOUNT NOT TO EXCEED $443,468 BASED ON STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES CONTRACT NO. 1-15-23-14B, AUTHORIZING THE COOPERATIVE PURCHASE OF POLICE RADIOS FOR THE NEW POLICE VEHICLES FROM THE REGIONAL COMMUNICATIONS SYSTEM VENDOR, MOTOROLA SOLUTIONS, INC., IN AN AMOUNT NOT TO EXCEED $37,092 BASED ON COUNTY OF SAN DIEGO DEPARTMENT OF PURCHASING AND CONTRACTING CONTRACT NO. 550743, BASED ON NATIONAL CITY MUNICIPAL CODE SECTION 2.60.260 (COOPERATIVE PURCHASING), AND WAIVING THE FORMAL BIDDING PROCESS WHEREAS, as part of the Fiscal Year 2016 annual budget, City Council approved funding through the Equipment Replacement Reserve for the purchase of six patrol vehicles, one supervisor vehicle, and one K-9 vehicle for the National City Police Department; and WHEREAS, pursuant to National City Municipal Code Section 2.60.260 (Cooperative Purchasing), the City Council may waive the formal bid process and authorize the cooperative purchase (aka piggybacking) for the build -out of eight fully -equipped police vehicles from Folsom Lake Ford in an amount not to exceed $443,468.00, based on State of California Department of General Services Contract No. 1-15-23-14B; and WHEREAS, the City Council may waive the formal bid process and authorize the cooperative purchase of police radios for the new patrol vehicles from the Regional Communications System ("RCS") vendor, Motorola Solutions, Inc., in an amount not to exceed $37,092.00, based on County of San Diego Department of Purchasing and Contracting Contract No. 550743; and WHEREAS, Section 2.60.260 (Cooperative Purchasing) of the National City Municipal Code provides that the City may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined to be in substantial compliance with the City's procurement procedures, and it has been determined that both the State of California Department of General Services Contract No. 1-15- 23-14B with Folsom Lake Ford and the County of San Diego Department of Purchasing and Contracting RCS Contract No. 550743 were each competitively bid through Request for Proposals processes, and that the respective procurement procedures are in substantial compliance with those of National City. It is therefore recommended that the items be cooperatively purchased without competitively bidding, as set forth in the Municipal Code. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby affirms the determination that the State of California's and the City of San Diego's procurement procedures are in substantial compliance with the City's, and consistent with Section 2.60.260 of the Municipal Code, authorizes the waiver of the bid process. BE IT FURTHER RESOLVED that the City Council hereby authorizes the City, based on and consistent with Section 2.60.260, to cooperatively purchase eight built -out and fully -equipped police vehicles from Folsom Lake Ford in an amount not to exceed $443,468.00 based on the State of California Department of General Services Contract No. 1-15-23-14B. Resolution No. 2016 — 24 Page Two BE IT FURTHER RESOLVED that the City Council hereby authorizes the City, consistent with Section 2.60.260, to cooperatively purchase police radios for the new patrol vehicles from the Regional Communications System ("RCS") vendor, Motorola Solutions, Inc., in an amount not to exceed $37,092.00 based on the County of San Diego Department of Purchasing and Contracting Contract No. 550743.
